Recommended Action

Designate Ian Evans, Health & Human Services Agency (HHSA) Adult & Aging Branch Director, as a voting member of the Community Corrections Partnership Executive Committee.

Reason for Recommended Action/Background

Penal Code section 1230.1(b) requires the County to create an "executive committee" of the Community Corrections Partnership (CCP) to develop and present a "local plan . . . for the implementation of the 2011 public safety realignment." The executive committee consists of "the chief probation officer of the County as chair, a chief of police, the sheriff, the District Attorney, the Public Defender, the presiding judge of the superior court, or his or her designee, and one department representative" selected from three positions filled by HHSA leadership staff holding social services, mental health, and alcohol and substance abuse positions within the agency.

By law, the Board is required to designate the "department representative" for the executive committee. That role has been filled by Karen Larsen but her departure requires selection of a new designee. Ms. Larsen recommended Ian Evans for the executive committee role because of his familiarity with the CCP as a current member due to his role as the "alcohol and substance abuse" (per the wording used in Penal Code section 1230(b)) program director. The Probation Chief and this Office concur with her recommendation. Other HHSA representatives on the CCP are Nolan Sullivan (interim HHSA Director) and Karleen Jakowski (interim Mental Health Director).
