Recommended Action

Approve first amendment to Agreement No. 21-275 with Luhdorff and Scalmanini Consulting Engineers to include additional services related to investigation of a potential well site in the Wild Wings Count Service Area and to increase the maximum compensation by an additional $272,076 for these additional services.

Reason for Recommended Action/Background

On November 9, 2021, the County entered into an agreement with Luhdorff and Scalmanini Consulting Engineers (LSCE) for engineering and design services of a new well in the Wild Wings County Service Area. LSCE evaluated the intended well site at Canvasback and determined a well constructed at the intended site would not likely meet water quality objectives without further treatment. County staff and LSCE investigated additional potential locations for a new well and identified a parcel on the northwest corner of the Wild Wings development that satisfies initial site assessments. Further investigation is required to characterize hydrogeologic conditions, water quality and zone specific water levels. The further investigation would include drilling a test hole that would eventually be converted to a monitoring well at the new potential site. The test hole will be used to collect lithological samples and conduct down hole geophysical surveys that will be used to determine if the site is favorable for the construction of a municipal supply well. On February 2, 2022, the Wild Wings County Service Area Advisory Committee received a presentation from LSCE that outlined the intended Canvasback site with necessary water treatment and the potential new well site. The Advisory Committee is in support of further investigation of the potential new well site.

Staff recommends the approval of the first amendment to increase the contract with LSCE for further investigation of a water source that meets water quality objectives.

Competitive Bid Process/Vendor Performance

The competitive bid process was conducted per County Procurement policy in 2021.  Formal bids were received from Luhdorff and Scalmanini Consulting Engineers and Wood Rogers.  Luhdorff and Scalmanini Consulting Engineers was selected based on qualifications.
