Recommended Action
- Approve second amendment to Agreement No. 21-103 with UC Davis CAARE Center to extend the agreement through June 30, 2023; add funding in the amount of $24,066 by adding $5,283 for fiscal year 2021-22 and $18,783 for fiscal year 2022-23 for a new contract maximum of $42,066 for the period of November 1, 2020 through June 30, 2023; add two optional extension years; and update language for the provision of psychological evaluation and therapy services; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $18,783 per fiscal year for fiscal years 2023-24 and 2024-25 and 2) issue related option year notices. Please see Section 2 of Att. A. Second Amendment.

Reason for Recommended Action/Background
It is the collective professional opinion of the Yolo County multidisciplinary Interagency Placement Committee that specific youth require the type of specialized treatment that is available through the UC Davis Child and Adolescent Abuse Resource and Evaluation (CAARE) Center to address trauma and sexualized behaviors. In consulting with the CAARE Center, a psychological evaluation is highly recommended to inform further service delivery. The Yolo County Juvenile Court has also ordered Yolo County Child Welfare Service to obtain a psychological evaluation. The existing services were requested for an evaluation through a CAARE Center psychologist that will fulfill both needs.
This amendment is adding additional therapy services, increasing funding and adding optional extensions. Staff recommends approval of this Amendment which will allow for the continuation of these vital services. Child Welfare Services may be out of compliance with the court order to provide a psychological evaluation and therapy and the youth would not receive needed services if the recommended action is not approved by the BOS.

No general funds are required by this action. These services will be funded by Active Supportive Intervention Services for Transition (ASIST). The action increases the contract maximum by $24,066 for a total of $42,066 for the period of November 1, 2020 through June 30, 2023. The amount of $5,283 is included in the HHSA adopted budget for FY 2021-22. The amount of $18,783 is included in the HHSA proposed budget for FY 2022-23. The related funding will be included in the requested budget process for future fiscal years.
The following is the breakdown of funding for this agreement.
The agreement also includes two one-year extension options for July 1, 2023 through June 30, 2024 and July 1, 2024 through June 30, 2025 in an amount less than or equal to $18,783 per fiscal year.
In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of SEVENTY-NINE THOUSAND SIX HUNDRED THIRTY-TWO DOLLARS ($79,632), unless otherwise agreed to in writing by the Parties and in conformity with the then-current COUNTY Procurement Policy approved by the COUNTY Board of Supervisors.
