Recommended Action
- Approve first amendment to Agreement No. 19-274 with Yolo County Housing Authority (YCHA) to extend the term of the agreement through June 30, 2023; and add funding in the amount of $230,400 for FY2022-23 for a revised maximum payment obligation of $965,442.60; and add option year language and funding for FY2023-24, for the provision of a collaboration with YCHA to provide housing support to up to twelve (12) CalWORKs families experiencing homelessness; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise an optional year extension up to $230,400 per fiscal year for fiscal year 2023-24 and 2) issue related option year notices. Please see Exhibit B of Att. A. First Amendment.

Reason for Recommended Action/Background
Approval of this amendment will allow Yolo County to continue collaborating with the Yolo County Housing Authority (YCHA) to provide housing support to up to twelve (12) CalWORKs families experiencing homelessness. Under this agreement YCHA executed a master lease agreement with Portale Properties, LLC for 12 units in the Merkley Apartment complex for availability to CalWORKs homeless families as referred by the Yolo County CalWORKs program. These units meet livable standards pursuant to the American with Disabilities Act (ADA). YCHA provides full scope property management services; ongoing site maintenance; and tenant relations. The Yolo County CalWORKs program provides case management services for CalWORKs homeless families that reside in the Merkley apartment complex; provide financial support services, paid to YCHA on behalf of the tenants including $1,100 monthly for rent per unit, $450 monthly for property management per unit, and utility expenses (with tenant share determined on a case-by-case basis.)

Per the Yolo County Procurement Policy dated January 1, 2019, the services included in this agreement are exempt from the competitive selection process, as this agreement is with a local government entity.

No general funds are required by this action. The total amount of this action is $230,400 for the period of July 1, 2022 through June 30, 2023. These services will be funded by CalWORKs funding. The amount of $230,400 was included in the HHSA recommended budget ask for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
