Recommended Action

  1. Receive and approve the Art Plan to establish public art at the Monroe Detention Center and the Walter J. Leinberger Memorial Center;
     
  2. Direct Art Consultant, YoloArts, to release a Request for Proposals; and 
     
  3. Authorize the County Administrator or his/her designee to execute agreement with Yolo County Arts Council dba YoloArts not to exceed $230,500 for the period of April 12, 2022, through June 30, 2023.

Reason for Recommended Action/Background

The Board's policy for Art in Public Places (Attachment A) requires that a percent of all new construction be set aside to fund an art project for a new facility. The $230,500 budgeted cost of this art project is 0.4% of the construction budget. The proposed art plan, provided in Attachment B, will serve as the basis for a Request for Qualifications (RFQ) to solicit art proposals for the project from artists nationwide. An Art Advisory Committee, established for this project, will review the qualifications received and make a selection.
 
For this project the Art Advisory Committee is comprised of the following individuals:
  • Supervisor Gary Sandy or designated representative
  • Supervisor Jim Provenza or designated representative
  • Julie Salley, YoloArts Board of Directors 
  • Sheriff Tom Lopez
  • Manuel Rios, Associate Professor of Art, Woodland Community College
  • Nikki King, Local Mental Health Board
  • Susanna Tu, Sacramento Office of Arts and Culture
 
Proposed Public Art Locations
Four publicly accessible areas of the project have been identified by the Art Advisory Committee for public art enhancements within the budget guidelines of this project. These are considered the most suitable for placement of artwork to aesthetically enhance the project for the staff and visitors to the facilities.
 
Leinberger Memorial Center (See Attachment A to Att. B, Art Plan, for diagram)
  • Exterior Wall, North Façade of Housing Area (facing public car access on Tony Diaz Dr.)
  • Exterior Landscape, Adjacent to walk and seat walls for public entrance
Monroe Detention Center (See Attachment B to Att. B, Art Plan, for diagram)
  • Exterior Wall, North of Lobby Entrance (behind entry canopy)
  • Interior Walls, Lobby (south or east wall)
 
Public Art Criteria
In reviewing and selecting art proposals, the Art Advisory Committee will consider the thematic elements of the art proposal, such as its reflection of the community, and the overall quality of aesthetics of the artwork. The committee will also consider the safety and security of the piece and any ongoing maintenance needs.
 
Process
Upon approval of this Art Plan a contract between the County and YoloArts will be prepared and signed by the County Administrator or his/her designee as authorized by the Board in Recommended Action C. The RFQ will be released in April 2022 with the Art Advisory Committee recommendation presented to the Board of Supervisors in August 2022 for approval. YoloArts will then enter into a contract with the artist(s) chosen. It is anticipated that artwork(s) installation will begin in April 2023.

The entire budget for public art at these facilities as set by the Yolo County Board of Supervisors is $230,500 and is appropriated in the overall budget for the Monroe Detention Center and Leinberger Memorial Center projects. Of this amount $30,000 has been set aside for consulting fees to YoloArts to develop and carry out the Art Plan. The remaining $200,500, plus any additional contributions toward the project, will be the amount allocated to pay for the selected artwork.

Project costs as outlined by the artist(s) include all design, engineering, fabrication, and installation of artwork, including all insurance, transportation, and travel costs. The artist(s)/contractor(s) will be required to sign a contract with YoloArts that will include detailed stipulations regarding insurance coverage.
