Recommended Action
- Authorize the Yolo County Health and Human Services Agency (HHSA) to submit a contract application to the California Department of Public Health (CDPH) to receive a funding allocation of $4,204,654 for the period October 1, 2022 through September 30, 2025, for the provision of Women, Infants and Children (WIC) program related services;
- Authorize the Yolo County Procurement Manager, or designee, to sign the following forms for submitting the contract application to CDPH for the WIC program funding: California Civil Rights Laws Attachment (DGS OLS 04) and Contractor Certification Clause (CCC 042017);
- Delegate authority to the Yolo County Procurement Manager, or designee, to execute the resulting contract agreement;
- Delegate authority to the Yolo County Procurement Manager, or designee, to execute any amendments, including financial amendments not to exceed $1,000,000 in additional WIC funding, upon approval as to form by the County Counsel; and
- Delegate authority to Yolo County Health and Human Services Director, or designed, to execute any forms and reports required to receive funding.

Reason for Recommended Action/Background
The California Department of Public Health (CDPH) Women, Infants and Children (WIC) Division administers funds provided by the United States Department of Agriculture (USDA) Food and Nutrition Service for the operation of the Special Supplemental Nutrition Program for county WIC Programs. Service population eligibility for the WIC Program is based upon federal regulations such as participant category (pregnant, breastfeeding, and postpartum women, infant or child under five years of age), a household income at or below 185 percent of federal poverty guidelines, and nutritional risk. The overall goal of the WIC Program is to improve the health status of eligible participants by providing nutritious foods to supplement diets, information on healthy eating, breastfeeding support, and referrals to health care and other social services.
The Board has previously approved HHSA to accept funding for the WIC program, with the most recent agreement being approved September 10, 2019 for the period of October 1, 2019 through September 30, 2022 in the amount of $3,976,563, with three subsequent amendments being approved that have increased the total amount of funding for the term of the agreement to $4,136,902.
To ensure the continuation of WIC program services to Yolo County families, staff hereby recommends the Board to authorize the County to submit an application to CDPH to receive a new WIC program funding allocation.

No general funds are required by this action. The total amount of this action is $4,204,654 in revenue for the period of October 1, 2022 through September 30, 2025 with an amount of $1,404,218 pertaining to the period of October 1, 2022 through September 30, 2023. The amount of $1,404,218 will be included in the HHSA budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
