TIMELINE

The County went live with the Infor Human Resources and Payroll modules in April 2015 followed by the Finance and Procurement modules in November 2015. In the years following, the County took various steps to improve the functioning of the Infor system including improvement to the accounting structure in 2017 and implementation of Workforce Management in 2018. In 2020 the County engaged in conversations with Infor on maximizing the system’s value which led to a Value Engineering process that started approximately in September 2020 and concluded in March 2021. Based on results of the Value Engineering process, the Infor Steering Committee found there would be significant value and improvement in moving forward with an upgrade to version 11 (CloudSuite). The County performed an RFP process between June and August 2021 and determined that RPI Consultants Inc. was the best qualified firm to assist the County with the implementation. On August 31, 2021, the Board of Supervisors approved the upgrade of the INFOR Human Resources and Financial system to the INFOR CloudSuite Management (ICM) Software-as-a-Service (SaaS) system. The Board also approved an agreement with RPI Consultants to assist with the implementation. This report provides an update to the Board on the status of the project.

OVERVIEW AND STATUS

The Infor CloudSuite Management (ICM) upgrade is divided into 5 phases with approximate timeframes as noted:

1. Initiate & Plan (Oct 2021 - Dec 2021)
2. Analyze & Design (Oct 2021 - Feb 2022)
3. Build & Develop (Feb 2022 - July 2022)
4. Verify & Empower (May 2022 - Dec 2022)
5. Go Live & Support (Dec 2022 - March 2023, Go-Live Date currently scheduled for January 2nd, 2023)

The project kicked off in the Initiate & Plan phase.  In this phase the executive sponsors defined a vision for the project as well as high level goals.  A deep dive into current business processes and challenges was completed and an organizational kick off was held on February 4th, 2022.  The project is now in the Analyze & Design phase.  The project teams are completing high level training workshops where they are reviewing and documenting system design and future business processes, building the new general ledger structure, and preparing for data migration and unit testing. 


PROJECT MANAGEMENT

The Infor Steering Committee provides oversight and sets policy regarding the project. The Steering Committee is comprised of:

Additionally, there are multiple project teams with key personnel acting as Subject Matter Experts (SMEs) for the functional areas of Finance, Supply Management, Human Resources/Payroll and Technical. These project teams work closely with both Infor and RPI consultants and project managers throughout the execution of the project.

Collaborations (including Board advisory groups and external partner agencies)

The Infor Steering committee maintains oversight of the project and meets every 2 weeks. The various SME project teams meet with Infor and RPI on an as-needed basis as they work through the various phases of the project.
