Recommended Action
- Adopt the plans and specifications for the County Road (CR) 27 Bike Lane & Road Rehabilitation Project;
- Authorize the Director, Public Works Division to sign the Notice to Bidders;
- Authorize the Department of Community Services to advertise for competitive bids;
- Authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids and promptly proceed with construction of the CR 27 Bike Lane & Road Rehabilitation Project.
BACKGROUND
The CR 27 Bike Lane & Road Rehabilitation Project will involve pavement rehabilitation of approximately 1.25 miles of County Road (CR) 27. Section 1 is from CR 99 to Myrtle Lane, and Section 2 extends from Myrtle Lane to west of the California Northern Railroad tracks, just east of CR 100A. See Attachment A for a project location map.
Section 1 will include widening of the paved road shoulders to provide six-foot wide Class II bike lanes. The rehabilitation treatment includes a micro-surface layer installed on the existing pavement surface, followed by an asphalt rubber chip seal, and concluding with a final layer of hot mix asphalt. This work will be followed by shoulder work to conform to the existing grades and driveways. All construction will occur within the existing road right-of-way.
Section 2 will have the existing road width treated with a micro-surface layer on the existing pavement, followed by an asphalt rubber chip seal on top. Widening the road was not necessary in this section as the existing width is sufficient for bikes. The two-layer treatment will not be applied to the Caltrans-maintained concrete bridge deck surface.
The project is expected to take approximately 25 working days to complete. There will be no road closures and the contractor will be required to always provide access to residences and businesses. Advance notification signs will be placed to advise motorists to use alternate routes during construction. All roadwork will be done under traffic control that will involve lane closures and minor delays to traffic during the workday.
County Planning staff reviewed the project under CEQA and determined that it is categorically exempt. A CEQA Notice of Exemption was filed with the County Recorder on January 11, 2022.

Competitive Bid Process/Vendor Performance
The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services. A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:
Sufficient funds have been budgeted in the FY21/22 Road Fund budget and the recommended FY22/23 Road Fund budget for the CR 27 Bike Lane & Road Rehabilitation Project. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide the funds for construction.
