Approve and authorize the Chair to sign Agreement No. 75440274 with California Health and Human Services Agency, Office of Systems Integration in the amount of $787,478 for the period of June 1, 2022 through May 31, 2025 to provide the state with a county employee to perform subject matter expertise related to the Child Welfare Services – California Automated Response and Engagement System Project. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve and authorize the Chair to sign State Agreement No. 75440274 with California Health and Human Services Agency, Office of Systems Integration in the amount of $787,478 for the period of June 1, 2022 through May 31, 2025 to provide the state with a county employee to perform subject matter expertise related to the Child Welfare Services – California Automated Response and Engagement System Project; 
      
  2. Authorize the County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement, upon approval as to form by the County Counsel; and
     
  3. Delegate authority to the Director of Health and Human Services Agency or designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or financial changes.

Reason for Recommended Action/Background

Over the past few years, Yolo County Health and Human Services Agency (HHSA) has been participating in a pilot program with California Health and Human Services Agency, Office of Systems Integration (“OSI”) to test the intake module of the statewide child welfare case management system, CARES. In order to ensure the CARES system will meet county’s needs, OSI has been working with a loaned county employee (1.0 FTE) with experience with the Yolo County Child Welfare Services/Case Management program to provide technical expertise, ultimately informing the CARES development. Approval of State Agreement No. 75440274 will extend the 1.0 FTE employee loan through June 30, 2025. Under the Agreement OSI will reimburse/fund the salary and benefits of the 1.0 FTE loaned county employee. HHSA staff recommend the approval of this agreement.

No general funds are required by this action. The total amount of this action is $787,478 in revenue for the period of June 1, 2022 through May 31, 2025. The amount of $19,080 is included in the HHSA adopted budget for fiscal year 2021-22. The amount of $251,078 is included in the HHSA proposed budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
