Approve second amendment to Agreement No. 19-253 with Luhdorff & Scalmanini Consulting Engineers, Inc. for an extended term for the engineering and design of the arsenic treatment facility at Wild Wings County Service Area through June 30, 2023.

Reason for Recommended Action/Background

The Canvasback well, in the Wild Wings County Service Area (CSA), is currently on "Emergency Standby" status due to exceeding the State arsenic standards.  The CSA issued a request for proposals (RFP) for an arsenic treatment project to reduce arsenic levels in both Wild Wings wells.  On December 17, 2019, the County entered into an agreement with Luhdorff & Scalmanini, Consulting Engineers (LSCE) to oversee the arsenic treatment system project at the Wild Wings CSA.  This contract was anticipated to be completed in December 2021.  LSCE completed analysis on water demands and conceptual treatment options.  An amendment was entered to conduct pilot testing of the conceptual treatment options for additional information on the options available.  In June 2021, the Canvasback well went dry.  This project was put on hold due to the lack of water in Wild Wings CSA. 

The current contract term is set to expire on June 30, 2022.  The proposed amendment will extend the term with LSCE an additional year, through June 30, 2023 to allow sufficient time to complete the work.

A competitive bid process was completed in 2019.  Luhdorff & Scalmanini, Consulting Engineers was the selected bidder.
