Recommended Action

Reason for Recommended Action/Background

The Homeless Coordination Project (Project) was established in February 1988 in order to help citizens in Yolo County who are experiencing homelessness. Yolo County Health and Human Services Agency (HHSA) and the Cities of Davis, West Sacramento, Winters, and Woodland (Cities) have worked together to fund the Project, the most recent agreement having been adopted by the Board on June 5, 2018. The funding for Project is used to partially fund a Homeless Coordinator position within HHSA, a position that provides coordination of the countywide homeless system, and helps fund a local cold weather shelter that’s open four of the coldest months of the year to protect individuals experiencing homelessness.

This agenda item will establish a new revenue agreement between Yolo County and the Cities of Davis, West Sacramento, Winters, and Woodland so that funding for these essential services can continue and one of Yolo County’s most vulnerable populations can receive the support they need.

This agenda item will also establish a new agreement with Yolo Wayfarer Center, dba Fourth and Hope, to support Cold Weather Shelter services. This agreement will allow HHSA to pay for 10 beds per night at a rate of $29 per bed from November 15th until March 15th each fiscal year and 11% of monthly costs, up to a maximum of $3,500, for a total amount of $38,300 per fiscal year. In addition to providing beds, Fourth and Hope will provide an on-site nutritious breakfast each morning, personal cleaning and hygiene items, and case management services with the goal of assisting clients to improve their overall wellness by developing case plans that address housing stability, self-sufficiency, physical health and behavioral health. Approval of this agreement will allow HHSA to issue funds to Fourth and Hope for the cold weather season for 2021-22 and continue to provide funding through 2026.

On or about April 25, 2022, the Yolo County Procurement Manager approved a sole source letter in conformance with the Yolo County Procurement Policy for the cold weather shelter agreement.

These services will be paid for by general funds and funding provided by the Cities. The total amount of this action is $73,300 for the period of July1, 2021 through June 30, 2026. The amount of $73,300 is included in the HHSA adopted budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.
