Recommended Action

Approve third amendment to Agreement No. 7676-2020-FLOODSAFE2.0 with the Yolo County Flood Control and Water Conservation District (YCFC&WCD) to extend the term through December 31, 2022, and increase the maximum compensation by $60,000 for a new agreement maximum of $360,000.

Reason for Recommended Action/Background

Original Agreement (Agreement No. 7676-2020-FLOODSAFE2.0)
On June 4, 2019, the Board of Supervisors approved the proposed FloodSAFE Yolo 2.0 concept, a coordinated comprehensive flood management planning effort, between the County and the Yolo County Flood Control and Water Conservation District (YCFC&WCD) (Minute Order No. 19-78).  Following Board direction, staff executed a Memorandum of Understanding with the Flood Control District regarding the FloodSAFE Yolo 2.0 Program (Agreement No. 7676-2020-FLOODSAFE2.0).

First Amendment (Agreement No. 20-100)
On June 23, 2020, the Board of Supervisors approved a First Amendment to the Agreement to revise the terms of payment, increase the maximum compensation, and revise the scope of services (Minute Order No. 20-75; Item No. 10). 

Second Amendment (Agreement No. 21-73)
On May 4, 2021, the Board of Supervisors approved a Second Amendment to the Agreement to extend the term through June 30, 2021 (Minute Order No. 21-58; Item No. 8).

Proposed Third Amendment
At this time, Staff is recommending the Board of Supervisors approve a Third Amendment to the Agreement to extend the term through December 31, 2022, and increase the maximum compensation by $60,000.  This amendment will fund the following on-going efforts:
  • Drainage/flood management system maintenance and improvements;
  • Updated hydraulic modeling;
  • Flood risk reduction project development for State Route 16;
  • Grant funding efforts for Madison and Rolling Acres/Plainfield region;
  • Outreach and education to residents and landowners;
  • Permitting strategies; and
  • National Flood Insurance Program ("NFIP") Community Rating System Improvements.

Staff has collaborated with the Yolo County Flood Control and Water Conservation District, Department of Financial Services, and Office of the County Counsel on this item.
