Recommended Action

Approve American Rescue Plan subaward agreement with the Yolo County Office of Education for Roadmap to the Future not to exceed $200,000 for the period of March 31, 2022 through April 30, 2023 and authorize the Procurement Manager to execute the agreement.

Reason for Recommended Action/Background

ARP Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $5,500,000 for the Children, Youth, and Families Priority Category. County staff and the ARP subject matter expert workgroup discussed proposals received and recommended a breakdown of funding into childcare, child welfare, equitable outcomes, needs assessment planning and needs assessment implementation dollars. Staff returned to the Board at the February 22, 2022 meeting with a recommendation for the needs assessment and childcare components, with the Board approving both recommendations. Since then, staff has worked with the Yolo County Office of Education (YCOE) to develop a contract for the needs assessment, which is now titled Roadmap to the Future.

Roadmap to the Future
Funding the Roadmap to the Future would provide asset mapping and recommendations for children, youth, and families throughout Yolo County that would then be implemented through ARP and other funding sources. Asset mapping allows for targeted program objectives and outcomes so that dollars are leveraged on project initiatives that will best serve Yolo County in the short and long term. Furthermore, the contract, Attachment A of this staff report, indicates the performance measures and outcomes associated with this process. This would include tracking how many people are reached through community engagement, how many youths are involved in the process, community surveys about the process, and more. The project is anticipated to be developed over the course of 2022, with community engagement occurring over the summer, and the asset mapping draft report to be completed by December 31, 2022. More information about this contract including a statement of work, budget, and performance measures may be found in Attachment A of this staff report.

No competitive bid required as this is an intergovernmental agreement. The countywide ARP funds were allocated as part of the Board's FY21-22 budget hearing on September 28, 2021.

No general funds are required to complete these contracts. However, $5,500,000 in ARP funding was allocated on September 28, 2021, for the Children, Youth, and Families Priority Category. This amount would be used from those allocated funds after being approved by the Board of Supervisors at the February 22, 2022 board meeting.
