Recommended Action

  1. Authorize the use of IT Innovation Funds for the NICE Justice SaaS platform which streamlines digital discovery throughout the justice process from crime to court; and
     
  2. Adopt a budget resolution increasing the District Attorney's 2021-22 budget by $152,000.

Reason for Recommended Action/Background

The District Attorney's office is requesting IT Innovation Funds to purchase the NICE Systems Digital Transformation Software-as-a-Service ("SaaS") Solution. NICE Justice is a comprehensive digital evidence, digital discovery, and justice solution which helps District Attorney offices streamline digital discovery throughout the justice process from crime to court.  Innovation Funds will be used to augment the first year cost of the agreement and assist with the set-up cost of the system. A separate Board item seeks approval of a contract with NICE.

The NICE Justice system provides:
  • Evidence intake from Law Enforcement - Delivers a unified methodology to receive a variety of media formats into a centralized repository  
  • Digital Case Management - Integrates with existing Case Management Systems
  • Evidence Disclosure - Streamlines evidence sharing with defense with complete chain of custody tracking and evidence access logging.  Eliminates the need for the defense to download and install media codecs required to review discovery data
  • Trial Preparation & Evidence Presentation - All case-building work now is done in the same system including evidence sequencing, transcription, redaction, annotations, creating audio & video clips and more
Operational Improvements
  • Streamlined evidence management workflows result in operational improvements and improved evidence integrity
  • Cloud-based solution improves operational agility and accessibility of information
  • Certified CJIS compliant platform eliminates security concerns
Currently, a lot of staff time is dedicated to managing the discovery process.  The NICE system provides streamlined evidence collection from Law Enforcement agencies negating the need for staff to manually download data or in some cases drive out to the agency to retrieve the data. The system provides automated transcription services reducing the cost to contract out to 3rd party businesses.  All edits, modifications and redactions are done natively in the system eliminating the manual processes associated with these tasks.  Discovery to defense attorneys is performed electronically, eliminating the need to spend hours duplicating data onto media such as USB, CD, DVD.  This provides defense attorneys the added benefit of receiving data in one format, negating the need to spend many hours downloading and installing various video players.  This solution will have a positive impact on the criminal justice system in Yolo County through operational efficiency improvements.
