Reason for Recommended Action/Background

American Rescue Plan Mini Grants Background
In January 2022, staff brought forth a presentation on the American Rescue Plan (ARP) Mini Grants program for direction and approval. The purpose of the program is to allow for localized responses to the COVID-19 pandemic and economic recovery that are nimble and transformative. These grants should provide flexible sizing for programs or projects that might serve a single community and offer opportunities within each Supervisorial district that might not be feasible within the County's existing ARP structure. Eligibility is based on the Federal ARP requirements and awards should honor the Board's Guiding Principles. The program is an investment of $250,000 split equally between the five Districts (i.e., $50,000 per district).

Mini Grants Process
Staff opened up the grant process from February 4, 2022 to March 31, 2022 to allow for applications to be filed with the County and for staff and the Supervisors to conduct the necessary outreach regarding the program. Staff received 136 applications totaling over $1.4 million in requests for this process, far surpassing expectations for the program and extending the process to allow for staff analysis and discussions with each Board member. Over the last several weeks, staff has met with each Board member to review proposed grant awards, answer questions, and determine initial eligibility for each program under ARP. Each of the five Districts has now provided its recommended projects for award and staff has compiled the lists for approval. Each list and the amount for the project may be found below and in Attachment A of this staff report. At this time, the Supervisors have selected $45,785 in funding for countywide efforts and the remaining $204,215 for District or geographic-specific efforts. The total $250,000 allocated for the Mini Grants program is accounted for and fully allocated if the board takes action associated with this agenda report.

Community Lutheran Church Provide preventative services to those experiencing poverty and/or homelessness. We will provide durable goods and hygiene items to individuals who struggle with basic necessities. Provide items like jackets, masks, sleeping bags, small tents, biodegradable shower wipes, toothpaste, food, and other items that are needed for basic hygiene and shelter.  $3,000
Mercy Coalition of West Sacramento As a subcontractor for Project Homekey in West Sacramento, the Mercy Coalition is funded to assemble and deliver regular food bags to the ~60 tenants in the former Rodeway Inn. But Project Homekey has also become the city's primary site for those experiencing homelessness to receive walkup services - from emergency food bags, to clothing, to hygiene items, and more. Since January 2022 we have been adding fresh sandwiches to the emergency food bags, at a time when the demand for these bags is soaring. The proposed funding amount would allow us to purchase increased food to meet the rising emergency need. $3,000
Yolo County Children's Alliance The Yolo County Children's Alliance has been serving the community for 15+ years by providing wrap-around services and support, and essential resources to the community we serve. YCCA is proposing to plan and host the first annual Clarksburg Community Giveaway Day, held towards the end of summer and the beginning of the school year. For years, our agency has hosted events in West Sacramento‚ open to Clarksburg families, but not always accessible. We aim to plan and host an all-encompassing giveaway for children and their families that will provide attendees with food, backpacks, school supplies, clothing/shoes, diapers and baby supplies, and access to other essential resources. Our aim is to host this event in a well-known part of the community, accessible to the elderly, and families, and welcoming to all in Clarksburg. $3,000
Manuela Melbourne To distribute fresh vegetable boxes and plant starts to the community at two events.
The first will be at the West Sacramento Community Center's upcoming Senior Citizens Health and Wellness event in May. The second event will be for youth in the fall, location TBD. In both events recipe cards and easy-to-follow growing instructions with be provided with every vegetable box and plant start.

We Grow Urban We provide weekly and bi- weekly boxes of produce from our urban farm directly to consumers. 20% of these boxes are "Food security shares" that go to families in the low income apartments surrounding our urban farm (Las Casitas) free of charge to increase access to our high quality fruits and vegetables in their household. Half of our requested funds will cover the cost of production for these produce boxes while the other half will cover the labor. This labor will include people who live in Las Casitas and are struggling to make ends meet. $3,000
West Sacramento Friends of the Library The West Sacramento Friends of the Library (WSFOL) proposes to use funding from the ARP Mini Grant in the 2022 calendar year to support the Library's Summer Reading Program. The Summer Reading Program is a free annual program that encourages children and adults to set summer reading goals. All participants who register receive a free book and themed activity bag, and everyone who completes their summer reading challenge earns another free book and prize, plus an entry into a final drawing for additional prizes. Funding from the ARP Mini Grant will allow WSFOL to purchase books and prizes for the Summer Reading Program, as well as throughout the year to support other literacy programs at the Library. $3,000
Clarksburg Fire Protection District To purchase and put in service basic life support diagnostic equipment. This will enable our first responders to more adequately gather information and address medical emergencies within our District. $4,000
Mighty Rotary Club of West Sacramento One of the greatest community impacts stemming from the rotary is the Youth Leadership Camp. The camp is designed to teach them about leadership and about themselves as individuals. The camp is a week long in duration and encourages them to grow past their comfort zones so that they can accomplish things they didn't think were possible for them. Past participating students have reported that their experience changed their lives. It teaches them about personal development and leadership. and about themselves. The goal is to send five youth to camp which costs $900 per student. $4,000
River City Music Boosters The largest program of The Regiment bands is Marching, and we are completing the transition from Parade competitions (traditional street marching) to Field shows beginning Summer 2022. Field programs require additional instruments, a larger variety of instruments, safety and support harnesses, carts, field racks, equipment for the Guard and Auxiliary units, and a sound system to compete at the most basic level. The initial cost to facilitate this expansion is well over $50,000 and though our school district has committed to an investment from COVID funds, to be shared by multiple VAPA programs and instructors in our city, a substantial shortfall remains. Music Boosters exists, in part, to bridge such funding gaps, and in addition to our ongoing fundraising to pay for equipment, maintenance, transportation, competition fees, sheet music, Regiment swag, and needs of the various Regiment programs, our goal is to ensure that the new Field unit has the necessary equipment to hit the ground running when training begins this July. $7,000
Needs Based Scholarship/Registration for Youth Sports This funding would provide much-needed scholarships and registration costs for youth to participate in youth sports throughout the City of West Sacramento. This funding includes organizations such as the West Sac Bears/West Sac Little League/West Sac Girls Softball/West Sac Soccer. $8,000
Veteran Services This funding would support local West Sacramento Veterans and their halls local to the area, including VFW Drever and VFW Bryte. (split evenly) $6,000
West Sacramento Community Foundation The West Sacramento Community Foundation has an opportunity to match local funding to enhance giving to local nonprofits and this contribution of funds would allow for a 1:1 match to support local groups. $5,000

Woodland Jr. Wolves Help aid in ongoing expenses incurred during COVID to assure safety precautions; as well as support families who have been displaced during COVID but still should be able to participate in youth organized sports.  Purchase of COVID PPE and offer COVID scholarships to families $5,000
West Sacramento Neighbors-Broadcast Network Community radio station KYWS 92.9FM proposes upgrading the programming capabilities of the broadcast station to better meet the needs of the diverse community of West Sacramento.  $1,500
Woodland Host Lions, Elk Lodge The three Lions Clubs in Woodland and the Elks Lodge have been working with many elementary schools in Woodland to promote reading and literacy.  The program encourages students to read by giving them chances to win prizes.   $3,215
Woodland Food Closet Getting food directly into the hands of those who need it in the most efficient and cost-effective manner is the goal. COVID caused a significant increase in the demand for food assistance in and around Woodland.  $10,000
United Way California KinderCamp is a four-week classroom-based summer camp for incoming kindergartners who have not been to preschool. The program includes healthy meals, nutrition education and community-led Kids Farmer's Markets. Kids Farmer's Market gives every student on the summer school campus the opportunity to "shop" for fresh fruits and vegetables get to take home their fruits and vegetables along with healthy recipes to share with their family. $2,500
All Leaders Must Serve All Leaders Must Serve (ALMS) is a 501(c)(3) non-profit organization providing mentor-based job readiness counseling, training & services for local youth ages 15-24 since 2015. We are seeking to supplement our existing training by providing computer skills training for our young people, many of whom do not otherwise have access to computers or the Internet outside of school to gain such skills. During the pandemic, ALMS has already equipped its clubhouse (where our job readiness training is conducted) with four desktop computers in a laboratory setting where students will be able to work hands-on with an instructor to gain the computer-based skills necessary to make them job ready. In addition, we have purchased three laptops for use by our young people around the clubhouse. However, the ALMS clubhouse does not have a dedicated and reliable internet service available and the necessary hardware and cabling to connect our desktop computers to the internet. Currently, we can only use the internet service provided by our landlord (St. Luke's Church) which is wholly inadequate to meet the needs of our computer lab. This proposal will provide our clubhouse and its computer lab with the hardware, cabling, plus internet service necessary to bring in and connect to broadband access so that ALMS can begin this new training. $2,500

STEAC STEAC is applying for a grant for its Food Packs for Kids Program which delivers close to 540 bags of nutritious food monthly (11,000 meals/year) to migrant farm worker families and to food insecure children at three different schools in Davis. The 2022/23 estimated program budget expense will be close to $26,000. Food Packs for Kids (FP4K) is one of two program elements that fall under the umbrella of STEAC's Food Programs that, in total, distribute the equivalent of 72,000 meals annually (total Food Programs 22/23 budget is $136,000). STEAC is requesting a $10,000 grant to help meet a growing need. This will augment the food supplied by STEAC's 13 annual food drives (food drives provide 60% of the distributed food; STEAC must purchase 40% of distributed food). $10,000
Davis Cemetery District The Davis Cemetery District is planning a permanent COVID-19 memorial installation. This memorial will feature a walking path, art installations, seating/reflect space, informational signage, and privacy landscaping. Visitors will walk along a path where they will walk under five pillars, with each pillar artistically designed to represent those lost to the Coronavirus. The path will end at a reflection area where visitors can sit a take in the meaning of the memorial. As visitors leave the memorial, signage will be placed along the path describing the strength and resiliency our community has gained through the pandemic and will focus on looking forward, while remembering the past. Funding for this project will be a partnership between the district, county, city, and private donors. The district has already leveraged in-kind funds to cover the land survey and landscape design. $5,000
Thriving Pink We are requesting $2,000 from districts 1,2,3,4,5 to provide outreach and education to Hispanic/Latina and Spanish speaking women on breast cancer and the importance of early detection. We will outreach at local community events, schools, markets, hair salons, churches, clubs. We will identify and train bilingual community members to serve as peer navigators who, based on their credibility in their own communities, will facilitate communications and engage Spanish speaking women with our programs and services. For women who have been diagnosed with breast cancer, we will offer a community of support including trained Spanish speaking peer mentors, educational workshops and practical and helpful resources before, during and after active treatment. $5,000

Summer House Summer House, Inc would use the grant to help support approximately 85 clients in all 4 of our programs that support adults with intellectual and developmental disabilities throughout Yolo County. The funding will allow for proper ratios of clients to staff and give them the necessary support for safe, fun and effective social interactions. The funds will go directly to each program so that the social events can be tailored to their specific client population. Social “events” are things like: “BINGO Night”, Easter Egg Hunt, ice cream socials and dances but will also include helpful trainings to support people in making healthy choices, setting boundaries, fostering communication and more. $5,000

NorCal Resist NorCal Resist's mutual aid programs provide free essential products to low-income community members. Programs range from food distribution, minor car repairs, baby care (diapers, wipes, etc.), female care (hygiene products, razors, soap, etc.), male care (razors, aftershave, deodorant, etc.), and school supplies. The funds would be used to continue running these mutual aid programs in districts 3 and 4. $5,000

Woodland Fastpitch The Woodland Girls Fastpitch provides recreational activities for 250 Yolo County resident girls from ages 5-16 in the spring and summer. These young girls participate on Recreation Field at Douglass Middle school, on a poorly lighted non regulation field, with only one portable restroom for the girls & guests. There are no handicapped facilities nor parking spaces. The same age group boys, Little League & Cal Ripken baseball, share six fields, four lighted as well as modern restroom and snack bar facilities. The Woodland Recreation Foundation and Woodland Girls Fastpitch Organization are working to build three new fields adjacent to the Woodland Community Center, The two groups are raising funds through individual donations, grant applications, fund raising events and governmental assistance to provide equitable opportunities for the girls in Yolo County. $5,000
Woodland Tennis Woodland Tennis Club (WTC) intends to build a Tennis Complex on land already set aside at the Woodland Senior/Community Center based on an approved plan consisting of 11 striped tennis courts, 3 youth courts, a clubhouse, lighting and landscaping. The City of Woodland will provide the land if WTC raises the construction money, which is estimated to be in excess of three million dollars. The plan can be modified, if necessary. WTC is requesting $10,000 from District 3 where the project itself would be located and many of the consumers live, and $5,000 from District 5 where essentially the remaining consumers live. This grant money is critical for us to be in a better position to kick off fundraising and secure big donors so we are able to provide this wonderful asset to our community. $2,500
Farm Stop We are seeking funding to ensure this vital community project can continue to operate reliably. We are predicting our second scheduled biannual giveaway, for the Thanksgiving holiday on Wednesday, November 23rd, acknowledging that we could see significant escalation in food insecurity. These hardships will plausibly continue to widely impact our rural community as living costs continue to rise and access to goods decreases. Our project curates local farms in the Capay Valley to donate nutritious food. The Farm Stop then covers the rest of the holiday meal costs with donations while managing the volunteer effort needed to accomplish 2 regional holiday meal giveaways per year. Since our inception in 2020, each giveaway costs roughly $5k (with a biannual cost of $10k). Currently, our project is facing hardships to pay for our holiday giveaways. However, we host a motivated leadership team that is solution-oriented and ready to receive Yolo County grant resources like this. $5,000
Advance Peace Advance Peace is a non-profit organization with the single mission to reduce gun violence in the City of Woodland. This funding request is to support our enrolled "Fellows" in a transformational trip to expand their supports and opportunities. Moreover, this funding will provide specialized training for Advance Peace Staff and Fellows to support their ongoing professional development. Funds will be used to support Advance Peace's goal of outreaching, engaging, and enrolling Fellows into the transformational program to reduce gun violence in the City of Woodland and the community of Knights Landing. $3,000
SunRISE RISE, Incorporated is requesting funding to transition from our pre-school program ages 3-5 to an infant toddler program ages 0-3. In order for RISE to apply to the State of California to change our license - we need to refurnish our classroom in order to comply with the 0-3 license requirements. This request allows RISE to purchase all the necessary equipment to successfully receive our new license and serve this unique underserved population. Specifically, this funding will be used to purchase the required amount of cribs, chairs, storage units (cubbies), age appropriate toys, high chairs, and classroom dividers. $5,000
Yolo County Children's Alliance The Yolo County Children's Alliance began offering program support in 2005 to vulnerable communities in our region, and one of our most senior programs is our nationally accredited home visiting program, Healthy Families Yolo County. This program aims to improve the infant-parent relationship by enhancing skills, promoting healthy child development, and supporting bonding in a safe home environment. In 2021, our team provided home visiting services to 145 families, and often, the funds associated with our home visiting program only include resources for staffing, mileage, and basic support. We are proposing that a portion of the ARP funding goes directly into the hands of these families by allowing YCCA to be the steward of funds and put them towards the essential resources these families desperately need. $2,000
Knight's Landing Community Center We are requesting funds to help us replace all the windows of the KL Community Center. This Community Center is the only indoor location for the Knights Landing Community to gather. Many local organizations use the Community Center for monthly meetings. We would like to offer a comfortable space, with appropriate air flow and temperature control. Our current windows are so thin that the cold air comes through them in the winter, and in the summer the heat comes in. $3,000
Brown Issues Brown Issues works very closely with youth and families from Yolano Village and Donnelly Circle. Youth have expressed a desire to beautify their neighborhood, create opportunities for engagement, build a positive identity, and change the negative perception of their neighborhood. We propose creating community-based murals of hope and resilience and the development of three sports projects including a soccer field, a handball court, and basketball court. A line item will be created for food and supplies to purchase sports equipment and provide food for the participants while the projects are taking place. $4,000
Science and Technology Academy at Knight's Landing and TANA The youth in the community of Knights Landing have been devastatingly impacted by the effects of COVID-19 and the recent vandalization reflects the need to engage the youth in taking care of their community. To engage the youth and put an end to the graffiti that is displayed on buildings facing the school, proposing the help of TANA in creating a mural in which the youth and residents would be able to partake in is a perfect opportunity for unification, beatification, and self-expression that the youth and residents are in dire need of. $3,000
Empower Yolo Empower Yolo will use ARP funding to resume offering robust services at Empower Yolo's Knights Landing Resource Center. The center provides families with access to a range of programs, services, and information to address the many challenges they face today. Our staff partners with families to identify their needs, address and resolve issues, and improve lives. This integrated and holistic approach helps decrease barriers that prevent families from accessing important services and programs by providing a safe and accessible resource center in the surrounding community. Our programs and services that were cut or reduced during the pandemic include the women's support group, Play School Experience, parent support, benefits enrollment, financial coaching, health education, sewing circle, and most importantly, case management. $3,500

The rationale of this program is to encourage reading and literacy and that encouragement and incentive were lost during the pandemic. This need is still there and indeed has increased so we intend to mitigate those effects by spending more during the next two years. $1,000
Food Closet Getting food directly into the hands of those who need it, in the most efficient and cost-effective manner is our goal. COVID-19 caused a significant increase in the demand for food assistance in and around Woodland. The Woodland Volunteer Bureau Food Closet (The Food Closet) is a trusted Yolo County institution that has served low-income families in our community for over 50 years. The increased demand for our services has resulted in a need for expansion to meet the growing needs of the community. Currently, we distribute groceries from one location while storing food supplies at another. At times we've even had food at 3 locations throughout town. We recently acquired a property that will permit us to operate efficiently from one location, allowing us to serve more clients. We are seeking funding to renovate the new property. Renovations will include painting, flooring, landscaping, and interior modifications. $3,000
Yolo Fire Protection District In January 2022, the Yolo Fire Protection District (YFPD) Board discussed and approved a proposal to purchase Covid 19 rapid test kits. These rapid tests would be used by Fire District personnel, particularly first responders, for early detection of Covid among personnel or their families. Tests would be made available upon request of an individual who may be experiencing symptoms of Covid and also to test following isolation if that person had been infected. A policy was adopted by the Board that addresses the distribution, use, tracking, and results of the tests. The program has been implemented, and Yolo Fire Protection District is requesting reimbursement of the cost of the test kits. $3,000
Woodland's Dinner on Main This is a new one-of-a-kind festival that celebrates the folks who feed us - our growers and our farm workers - and our restaurants. We are asking for financial support to provide vouchers to our farm worker families and our growers to come to downtown Woodland and enjoy a meal. There will be a number of participating restaurants that will be honoring these vouchers. Along with a meal, the festival will be featuring several bands and mariachi bands, and a toy drive for the children of migrants. $4,000

Upon approval, staff would then develop contracts/agreements with each entity based upon the proposal and function of each grant, all of which are to be set within the ARP federal or general federal regulations. Staff anticipates completing these agreements as expeditiously as possible over the next 1-2 months.
