Reason for Recommended Action/Background
Yolo County Health and Human Services Agency (HHSA) has received grant funds from the Workforce Innovation and Opportunities Act (WIOA) of 2014, distributed through the Catalog of Federal Domestic Assistance including WIOA Adult (CFDA 17.258), WIOA Dislocated Worker (CFDA 17.278), WIOA Youth (CFDA 17.259); National Dislocated Worker Grant funds (CFDA 17.277), and California State General Funds for Prison to Employment (P2E) services via Senate Bill (SB) 856 to be used to provide career services, which includes training and supportive services linked to job opportunities in Yolo County and the Capital Region including occupational training, work-based training and basic skills training
This agreement for Occupational Skills Training will provide career services to qualifying Yolo County residents, which includes training and supportive services, linkage to job opportunities in Yolo County, occupational training, work based training, and basic skills training.
Approving this agreement will provide participants with skills necessary to obtain meaningful employment leading to self-sufficiency. This agreement is designed to establish a plan of action that encompasses employment, training and/or specialized service activities necessary for ensuring a participant’s entry into and/or maintenance of unsubsidized employment. The institution provides all facilities, equipment, personnel labor, and materials necessary to provide these services.
Approval of this agreement will allow The Regents of the University of California, Davis to provide these services to eligible and County referred Yolo County residents.

County Counsel has approved this Agreement as to form.
Competitive Bid Process/Vendor Performance
Training grants in the form of Occupational Skills Training Agreements are to be based on the local prevailing market rate for similar training programs. The participant will select a provider through a case consultation process. Criteria to be considered in evaluating the school visited are school location, placement rate, curriculum, hours, and length of training and class size. In addition, the selected training program must be connected with job opportunities in Yolo County, the surrounding area or an area to which the participant is willing to relocate. An Occupational Skills Training Agreement may be established on behalf of an adult, youth or dislocated worker participant to purchase training services only with providers on the California Eligible Training Providers List (ETPL).
