Approve agreement with Willow Glen Care Center in the amount of $4,200,000 for the period of July 1, 2022 through June 30, 2025 for the provision of mental health services for clients who are Seriously Mentally Ill (SMI), including board and care, psychiatric and mental health rehabilitation center (MHRC) residential facilities. Recommended Action

  1. Approve agreement with Willow Glen Care Center in the amount of $4,200,000 for the period of July 1, 2022 through June 30, 2025 for the provision of mental health services for clients who are Seriously Mentally Ill (SMI) board and care, psychiatric and mental health rehabilitation center (MHRC) residential facilities; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $1,400,000 per fiscal year for fiscal years 2025-26 and 2026-17 and 2) issue related option year notices. Please see Section III. of Att. A. Agreement.

Reason for Recommended Action/Background

Willow Glen Care Center is a nonprofit 501(c)(3) corporation located in Northern California.  The County would like to enter into an Agreement to have Yolo County Medi-Cal eligible clients aged 18 and above who are diagnosed with a serious mental illness (SMI) treated at the Willow Glen Care Center’s residential care programs.
 
Willow Glen Care Center’s residential care program provides less restrictive placement environments compared to an Institute for Mental Disease for conservatees. The facilities are licensed by the Community Care Licensing Division of the California Department of Social Services. The Center specializes in serving people with difficult behavioral problems, monitoring psychotropic medications, and providing a safe and supportive environment to help residents achieve their highest level of independent functioning. 
 
HHSA recommends approval of this agreement in order for the County to continue providing 24-hour residential care to SMI adults that do not require placement in more restrictive levels of care.

No general funds are required by this action. These services will be funded by Core Mental Health funding. The total amount of this action is $4,200,000 for the period of July 1, 2022 through June 30, 2025. The amount of $1,400,000 is included in the HHSA proposed budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2027 nor shall the total contract maximum exceed the amount of SEVEN MILLION DOLLARS ($7,000,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
