Recommended Action

Approve eighth amendment to Agreement No. 18-154 with CommuniCare Health Centers, Inc. to add funding in the amount of $50,973.69 for fiscal year (FY) 2021-22; and add funding in the amount of $4,036.86 for FY 2022-23 for a new contract maximum of $5,609,893.55 for the period of July 1, 2018 through June 30, 2023 for the provisions of substance use disorder services.

Reason for Recommended Action/Background

On May 8, 2018, the Board of Supervisors approved an agreement with Department of Health Care Services (DHCS) to receive funding in the amount of $13,943,284 for the Drug Medi-Cal Organized Delivery System.
 
Yolo County completed a formal competitive selection process (see Competitive Selection details below) and Communicare Healthcare Centers, Inc. was selected to provide Intensive Outpatient, Outpatient Services, Case Management, Physician Consultation, Recovery Services, and In-Person Screening/Referral Services.

On July 10, 2018, the Yolo County Board of Supervisors (“BOS”) approved the underlying Agreement (“Agreement No. 18-154”) with Communicare Healthcare Centers, Inc. for the provision of those services.
 
On July 27, 2021, the Agreement was amended to add an additional scope of work for Adverse Childhood Experience Screenings (ACEs), which allows for screenings and assessments to obtain scores and cognitive assessment results from behavioral health clients who are simultaneously involved in the criminal justice system within Yolo County for the Data Driven Recovery Project (DDRP). The results from the screenings and assessments will be converted into anonymized data and incorporated into a DDRP study funded by the Mental Health Services Oversight and Accountability Commission.
 
Approval of this eighth amendment allows for additional SABG-Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA) funding in the amount of $55,010.55. $50,973.69 for Fiscal Year 2021-22 and $4,036.86 for Fiscal Year 2022-23 which will help CommuniCare purchase a van for a perinatal intensive outpatient program called Journey HOME which will increase accessibility to these vital services.
 
Performance Measures included in this Agreement are as follows:
Performance measures were included in Agreement No. 18-154 and are not being changed by this amendment.

Competitive Bid Process/Vendor Performance

On February 26, 2018, HHSA issued a Request for Proposal (“RFP”) seeking contractors to provide Substance Use Disorder (“SUD”) Adult Continuum of Care services to eligible Yolo County residents.  HHSA received eight proposals from this solicitation. Below is a table of all providers who submitted proposals. All proposals were evaluated, and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare, Turning Point, Progress House, Community Recovery Resources, Yolo Wayfarer Center, BayMark, and CORE. Because these proposals were considered to be of high quality, they were offered a contract to provide these identified services. Heritage Oaks was the only bid received that was not be awarded a contract.

*  Community Recovery Resources declined to submit a bid amount. The entire program cost $3,823,974 was included in their proposal and expected to be funded by different sources.
** BayMark and CORE requested funding for two years. All other bids shown denote an annual budget. 
 
The Department confirms Vendor CommuniCare Health Centers has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by federal Substance Abuse Block Grant-Coronavirus Response and Relief Supplemental Appropriations Act (SABG-CRRSAA) funds. The action increases the contract maximum by $55,010.55 for a total of $5,609,893.55 for the period of July 1, 2018 through June 30, 2023. The amount of $50,973.69 is included in the HHSA adopted budget for FY 2021-22. The related funding will be included in the requested budget process for FY2022-23.
