Recommended Action
Approve first amendment to Agreement No. 21-238 with The Regents of the University of California to add funding in the amount of $17,000 for fiscal year 2021-22 by for a new contract maximum of $67,000, for the period of October 12, 2021 through June 30, 2022 for the provision of Yolo County Family Poverty Reduction Pilot Program.

Reason for Recommended Action/Background
Yolo County Health and Human Services Agency (HHSA) has launched a poverty reduction program for families that will move them above the California Poverty Measure.
Yolo County has been partnering with the University research team to evaluate the program outcomes and seek additional funds for the comprehensive analysis and evaluation of program efficacy. By collaborating with the University, the costs of launching the pilot will significantly reduce the cost to the County as the University is providing a significant amount of in-kind contributions.
A research team has worked with Yolo County to seek more funding for analysis and write-up, as well as, funding to investigate longer term research goals that aim to answer whether investment in a guaranteed income program will 1.) Improve the economic future, health and wellbeing of families and children, 2.) Decrease reliance on social services and their affiliated costs.
Staff recommends approval of this amendment which adds additional funding received through donations to further research solutions for CalWORKs dependent families in gaining self-sufficiency while lowering the poverty rate in the County.
