Recommended Action

Approve third amendment to Agreement No. 18-223 with CommuniCare Health Centers, Inc. to extend the term of the agreement through December 31, 2022 and add funding in the amount of $155,000 for fiscal year 2022-23 for a new contract maximum of $1,275,356 for the period of October 1, 2018 through December 31, 2022 in support of CalWORKs families.

Reason for Recommended Action/Background

CalWORKs is a statewide assistance program that provides support to eligible families in California.  The program consists of a comprehensive statewide employment and training program.  The employment and training program, referred to as CalWORKs Employment Services (CWES) provides services to CalWORKs families to help remove barriers to employment.  Services may include mental health services in an effort to remove barriers to employment for families and to support family stabilization through the public assistance to work transition.  The County has a mandate from the California Department of Social Services to implement mental health services for CalWORKs eligible recipients.

This third amendment extends Agreement No. 18-223 through December 31, 2022, adds funding in the amount of $155,000 for fiscal year (FY) 2022-23, and updates and clarifies language in the Agreement. HHSA believes it is the best interest of the County to extend this agreement based on satisfactory service and to avoid the interruption of County business.  A formal procurement for these services is planned for early FY 2022-23.  The Procurement Manager and HHSA request approval of this amendment to ensure these vital services can continue until a formal Request for Proposal (RFP) can be released for a targeted new contract start date of January 1, 2023.

Competitive Bid Process/Vendor Performance

A formal procurement for these services is planned for early FY 2022-23.  The Procurement Manager and HHSA request approval of this amendment to ensure these vital services can continue until a formal RFP can be released for a targeted new contract start date of January 1, 2023. Here is the background information from the previous RFP.

On May 21, 2018 Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide mental health services. The RFP was open for forty-three (43) days (six weeks) and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 29, 2018.  Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA. 

HHSA received one proposal from this solicitation.  The proposal submitted by CommuniCare Health Centers, Inc. was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services. Additional information regarding the Competitive Bid Process is provided below, including a summary of the RFP evaluation criteria. The services were procured under the RFP for three years and expired on June 30, 2021. A sole source letter was approved by the Procurement Manager on May 3, 2021.

No general funds are required by this action. These services will be funded by State Funds. The action extends the agreement through December 31, 2022 and adds funding in the amount of $155,000. The new contract maximum for the period of October 1, 2018 through December 31, 2022 is $1,275,356.00. The amount of $155,000 is included in the HHSA recommended budget for FY 2022-23.
