Reason for Recommended Action/Background
In early 2022, staff from the County's Natural Resources Division ("Division") identified the need to have an on-call biologist under contract to assist with the multitude of related projects on which the Division is working (e.g., implementation of the Cache Creek Area Plan and management of the County's levee systems). On February 22, 2022, the Division released a Request for Qualifications ("RFQ") for a qualified consultant to provide the following services:
- Preparation of Biological Resources Assessments;
- Planning-level surveys;
- Pre-construction surveys;
- Construction monitoring; and
- Assistance with the development of CEQA documents and permit applications.
The solicitation was open for a four-week period and closed on March 25, 2022. A total of 11 consultants/firms responded to the RFQ. The submitted Statement of Qualifications were reviewed and scored by an evaluation panel consisting of Division staff. Estep Environmental Consulting was determined to be the best evaluated proposer. Specific information regarding the results of the solicitation can be found below in the "Competitive Bid Process" section of the staff report.
The proposed agreement with Estep Environmental Consulting is for a three-year term that will begin on July 1, 2022, and end on June 30, 2025. The agreement has a maximum compensation amount of $300,000. This agreement will only be expensed upon written authorization from the Manager of Natural Resources.

Natural Resources Division staff collaborated with staff from the Department of Financial Services's Procurement Division throughout the competitive bidding process and the Office of County Counsel has approved the agreement as to form.
