Reason for Recommended Action/Background

Yolo County is the Local Maintaining Agency of two levee systems within the County -- Unit No. 01 Right Bank Cache Creek (commonly referred to as "Huff's Corner") and Unit No. 01 Right Bank of Sacramento River at Knights Landing (County Service Area No. 6).  All flood maintaining agencies in the state of California have a position of "District Engineer" on their staff who provides technical support and advice to the operations and maintenance of the levees.  Since the County is not a flood maintaining agency, and does not have the staff qualified to perform the duties, this position is contracted out.

Over the last several years, the Natural Resources Division ("Division") has utilized Work Authorizations executed with firms from the General Services Department's on-call contracts of pre-qualified Environmental Engineers to perform the duties.  The current Work Authorization for the work expires at the end of the 2021-22 fiscal year.  As a result, the Natural Resources Division ("Division") released a Request for Qualifications ("RFQ") for a qualified consultant to provide on-call Levee District Engineer Consulting services on April 25, 2022.

The RFQ was open for a four-week period and closed on May 20, 2022.  Only one firm responded to the solicitation.  The submitted Statement of Qualifications was reviewed and scored by an evaluation panel consisting of Division staff.  MBK Engineers was determined to be the best evaluated proposer.  Specific information regarding the results of the solicitation can be found below in the "Competitive Bid Process" section of the staff report.

The proposed agreement with MBK Engineers is for a three-year term that will begin on July 1, 2022, and end on June 30, 2025.  The agreement has a maximum compensation amount of $300,000.  This agreement will only be expensed upon written authorization from the Manager of Natural Resources.

Natural Resources Division staff collaborated with staff from the Department of Financial Services's Procurement Division throughout the competitive bidding process and the Office of County Counsel has approved the agreement as to form.
