Recommended Action

  1. Approve reimbursement of $18,145 to the Road Fund for FY 2021/22 Quarter 4 activities for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects; and
     
  2. Adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $18,145 for reimbursement of project activities for FY 21/22 Quarter 4.

Reason for Recommended Action/Background

In the fiscal year (FY) 21-22 Adopted Budget, the Board of Supervisors allocated $350,000 in contingency funds to the Department of Community Services for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects.
 
For Quarter 4 of FY 21-22, County staff efforts of $18,145 of the remaining allocation were expended toward work on the following projects that are in process:
 
  • Completed the request for proposals process and hired a grant writing, consultant, to pursue funding opportunities for the County Road 32A Railroad Crossing Project
  • Coordination with our road design consultant for the planned County Road 31 Bike Lane and Road Rehabilitation Project
  • Ongoing design efforts for the County Road 41 Washout Realignment Project
  • Completed the design efforts on the 2022 Pavement Preservation Project (construction contract has been awarded)
  • Completed design efforts on the County Road 27 Bike Lane & Rehabilitation Project (currently advertised for bid)
  • Ongoing design efforts for 2022 spring/summer road maintenance projects on portions of County Roads 1, 16, 84, 86, 89, 89B, and 101
The attached budget resolution is needed to complete the $18,145 reimbursement to the Road Fund using the contingency funds. Such appropriations are authorized with a four-fifths vote of the Board of Supervisors pursuant to Government Code section 29125.
 
With approval of this reimbursement, all $350,000 of the allocated contingency funding has been expended in FY 21-22.
