Approve agreement with Tuleyome using American Rescue Plan funds for the completion of the final planned trails within the Valley Vista Regional Park not to exceed $30,960 for the period of May 1, 2022 through June 30, 2024. (No general fund impact) (Pinedo/York)

Recommended Action

  1. Approve agreement with Tuleyome using American Rescue Plan funds for the completion of the final planned trails within the Valley Vista Regional Park not to exceed $30,960 for the period of May 1, 2022 through June 30, 2024; and
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background

On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $3,000,000 for projects under the Parks & Facilities priority category. Staff presented project recommendations to the Board of Supervisors at the March 22, 2022 board meeting. After support from the Board to proceed, staff have worked with Tuleyome to develop this contract for approval; additional project information is below: 

Tuleyome - Valley Vista Trail

Funding this contract with Tuleyome will help complete the final 2 miles of planned trails within the Valley Vista Regional Park. This project will provide residents of Yolo County and the region access to one of Yolo County's largest regional parks, outdoor recreation, wildlife viewing, and nature. Furthermore, the contract, Attachment A of this staff report, indicates the performance measures and outcomes associated with this project. More information about this contract, including the statement of work, budget, and performance measures, may be found in Attachment A of this staff report.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were initially allocated as part of the Board's FY 2021-22 budget hearing on September 28, 2021. The Board reviewed ARP funding recommendation for Parks and Facilities at the March 22, 2022 board meeting.
