Adopt plans and specifications of the Pintail Well Pump and Electrical Modifications for the Wild Wings County Service Area.  (No general fund impact) (Echiburu/Villa)

Recommended Action

  1. Adopt the plans and specifications for the Pintail Well Pump and Electrical Modifications Project; 
     
  2. Authorize the Director of Community Services to sign the Notice to Contractors; 
     
  3. Authorize the Department of Community Services to advertise for competitive bids; 
     
  4. Authorize the Director of Community Services, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director of Community Services, to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and promptly proceed with the Pintail Well Pump and Electrical Modification Project.

Background

The Wild Wings County Service Area operates two groundwater well stations, Canvasback and Pintail, which provide municipal drinking water to the Wild Wings Community.  In the past two years, the local groundwater levels have declined at an accelerated rate due to the prolonged drought conditions.  As water levels decline, the well station may reach a point where the pumps may no longer produce water. In the summer of 2021, the Canvasback pump was modified to the bottom of the well. The Pintail well is a deeper well and there is depth available to extend the pump.  

The project includes a bowl assembly replacement, extending the lineshaft assembly as low as possible, increasing the motor to 200hp, and modification of the electrical switchgear.  

This project is being partially funded through a grant from Department of Water Resources in the amount of $335,000.  

The project is expected to take approximately 25 working days to complete.  Advance notification will be communicated to all Wild Wings residents and approval from the State Department of Drinking Water will be obtained to utilize the water from the Canvasback well site. 

Collaborations (including Board advisory groups and external partner agencies)

Luhdorff and Scalmanini Consulting Engineers completed the technical provisions and specifications.  The Wild Wings County Service Area Advisory Committee has received updates and supports the modification to the Pintail Well.  The Department of Water Resources of the State of California issued a grant agreement for funds to complete this project.

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Yolo County Administration Building, 625 Court Street, Atrium Training Room, Woodland, CA 95695. A contract may only be awarded to the lowest responsive and responsible bidder.

Sufficient funds have been budgeted in the FY 22/23 Wild Wings Water budget. Grant funds from the Department of Water Resources are approved up to $335,000 for this project.
