Recommended Action
Approve second amendment to Agreement No. 21-192 with the City of West Sacramento to extend the term of the agreement through September 30, 2022; and increase funding in the amount of $400,000 for a new contract amount of $621,760 for the period of December 22, 2020, through September 30, 2022; and add a service to the scope; and revise the performance measures in the agreement for the provision of Emergency Shelter Capital Improvements as a subrecipient of the Emergency Solutions Grant-Coronavirus Round 2.

Reason for Recommended Action/Background
On or about June 1, 2020 the California Department of Housing and Community Development released a Notice of funding Availability (NOFA) for the Federal Emergency Solutions Grant Program Coronavirus (ESG-CV). The funding was allocated to the Homeless and Poverty Action Coalition (HPAC) for the purpose of preventing, preparing for, and responding to coronavirus. On or about June 24, 2020, HPAC voted to make Yolo County the administrative entity for the ESG-CV funds. On or about December 22, 2020, the County entered into State Agreement No. 20-ESGCV1-0035 (“State Contract”) with the Department of Housing and Community Development (“Department”), via the Department’s administration of the Federal CARES Act Emergency Solutions Grants (“ESG-CV”) Program, pursuant to the provisions of the 2020 Federally enacted Coronavirus Aid, Relief, and Economic Security Act, Title XII, Homeless Assistance Grants Section (“CARES Act”) and any waivers including the HUD Mega-Waiver dated April 1, 2020, and were not superseded by the CARES Act, pursuant to the provisions of 42 USC 11371; 42 USC 11378; 24 CFR Part 576; all as shall be amended from time to time.
On or about June 9, 2021, Department of Housing and Community Development amended the State Contract to add ESG-CV Round 2 funding.
Approval of this second amendment will allow the City of West Sacramento to continue providing capital improvements at the Rodeway Inn for Project Homekey needed for continued services to control access which prevent and mitigate infection spread, in addition to enhancing the safety and security of clients.

Competitive Bid Process/Vendor Performance
To determine the awards of the ESG CV Round 2 funding, a local selection process was held by non-conflicted members of the Yolo County Homeless Poverty Action Coalition (HPAC). The HPAC selection panel reviewed and scored each proposal and made its award recommendations to the HPAC Board. The HPAC Board voted and approved this award.

No general funds are required by this action. These services will be funded by Housing and Community Development ESG-CV Round2. The total amount of this action is $400,000 for the period of December 22, 2020 through September 30, 2022. The amount of $400,000 is included in the HHSA adopted budget for fiscal year 2021-22.
