Recommended Action
- Adopt the plans and specifications for the Wood Duck Well Drilling Project;
- Authorize the Director of Community Services to sign the Notice to Contractors;
- Authorize the Department of Community Services to advertise for competitive bids;
- Authorize the Director of Community Services to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director of Community Services to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids and promptly proceed with the Wood Duck Well Drilling Project.
Background
The Wild Wings County Service Area operates two groundwater well stations, Canvasback and Pintail, which provide municipal drinking water to the Wild Wings Community. In the past two years, the local groundwater levels have declined at an accelerated rate due to the prolonged drought conditions. In August of 2021, County staff applied for grant funding for the construction of a new municipal water supply for the community to increase reliability. In November 2021, the State of Water Resources awarded grant funding to support the project.
The project includes drilling of a well, installation of casing and gravel pack and sanitary seal, and the development and testing of the well.
This project is being partially funded through a grant from the Department of Water Resources in the amount of $1,760,000.
The project is expected to take approximately 30 working days to complete. Advance notification will be communicated to affected Wild Wings residents, and staff will obtain approval from the State Department of Drinking Water.

Collaborations (including Board advisory groups and external partner agencies)
Luhdorff and Scalmanini Consulting Engineers completed the technical provisions and specifications. The Wild Wings County Service Area Advisory Committee has received updates and supports the well construction at the Wood Duck site. The Department of Water Resources of the State of California issued a grant agreement for funds to complete this project.
Competitive Bid Process/Vendor Performance
The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at Yolo County Administration Building, 625 Court Street, Atrium Training Room, Woodland, CA 95695. A contract may only be awarded to the lowest responsive and responsible bidder.
