Approve agreement with the City of West Sacramento in the amount of $450,000 of American Rescue Plan funds for the period of July 20, 2022 through December 31, 2024 for the Downtown Streets Team program to provide interim housing to homeless or at risk of being homeless individuals while offering intensive case management and other supportive services. Recommended Action

  1. Approve agreement with the City of West Sacramento of American Rescue Plan funds in the amount of $450,000 for the period of July 20, 2022, through December 31, 2024, for the Downtown Streets Team program to provide interim housing to homeless or at risk of being homeless individuals while offering intensive case management and other supportive services; and
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $7,500,000 for projects under the Housing & Homelessness priority category. The Board then subsequently reviewed and provided direction on certain housing and homelessness funding at the December 7, 2021, Board meeting and expressed support for funding the proposal from the City of West Sacramento for the Downtown Streets Program. Staff has worked with the City of West Sacramento to develop the final contract, which is recommended for approval with this staff report. The City will bring this contract to their City Council meeting on July 20, 2022 for approval. 

Additional information on the scope of the contract with the City of West Sacramento and performance measures are described below:

City of West Sacramento - Downtown Streets Team
Funding this contract with the City of West Sacramento will help extend operations of the Downtown Streets Team. Downtown Streets Team is a non-profit organization that operates a unique work experience program for homeless and at-risk individuals. The Downtown Streets Team's model aims to reduce homelessness by restoring dignity and preparing participants for employment. Under the program, homeless participants become a part of a "team" that carries out community beautification and maintenance activities in exchange for receiving case management, employment assistance services, and financial rewards for basic needs in the form of rent stipends or gift cards. The performance measures and outcomes associated with this project include tracking the number of volunteer participants at any point in time, the number of volunteer hours performed by team members, the amount of debris removed from each project area, the number of needles removed from each project area, and the number of team members who obtained gainful employment. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Housing & Homelessness at the December 7, 2021, Board of Supervisors meeting.
