Subject

Adopt resolution granting the Yolo County District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $202,545 from the California Governor's Office of Emergency Services to fund the DA's Violence Against Women Vertical Prosecution Program. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt resolution granting the Yolo County District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $202,545 from the California Governor's Office of Emergency Services to fund the DA's Violence Against Women Vertical Prosecution Program; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background

The District Attorney's Office was first awarded this grant December 2018.  This is a vertical prosecution grant which allows the Violence Against Women's unit to maintain a consistent relationship with victims from the beginning to the end of the legal process.  Personnel in this grant handle domestic violence, sexual assault, and stalking cases.

This grant funds a limited term Paralegal and a limited term Victim Service Program Assistant.  The Victim Service Program Assistant helps victims receive counseling services, attend court dates, and assist victims through the criminal justice process.  The Paralegal assists on all cases involving violence against women by preparing motions and case briefs, preparing jury instructions, and assisting with restitution claims.

Collaborations (including Board advisory groups and external partner agencies)

The Yolo County District Attorney's Violence Against Women unit works closely with all local law enforcement agencies and community-based organizations to provide victims with quality services throughout the criminal justice process.

County Counsel reviewed the board resolution and approved to form.

Further explanation as needed:

Funds for Violence Against Women was included in the adopted budget and approved by the Board of Supervisors 9/27/22. There is a difference of $28,961 between what was budgeted and awarded. We will be able to find savings as an extra help Paralegal was budgeted in FY22/23. We do not have this position currently and will not be hiring for this position in FY22/23.
