Approve agreement with Resource Development Associates, Inc. in the amount of $124,930 from the effective date through June 30, 2023, for the provision of consultant services to finalize the Yolo County Community Health Assessment and to facilitate the development of the Community Health Improvement Plan (CHIP). (No general fund impact) (Sullivan)

Recommended Action

  1. Approve agreement with Resource Development Associates, Inc. in the amount of $124,930 from the effective date through June 30, 2023, for the provision of consultant services to finalize the Yolo County Community Health Assessment and to facilitate the development of the Community Health Improvement Plan (CHIP);
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise optional year extensions for fiscal years 2023-24 and 2024-25; 2) issue related option year notices; and 3) approve any modifications to the project schedule. (Please see Section S. of Att. A. Contract); and
     
  3. Delegate authority to the Procurement Manager, or designee, to execute any amendments, including financial amendments not to exceed $200,000 in total funding per fiscal year, upon approval as to form by County Counsel.

Reason for Recommended Action/Background

Yolo County Health and Human Services Agency (HHSA) is an accredited Public Health Department through the Public Health Accreditation Board. Accreditation includes internal and external processes that enhance HHSA’s ability to identify community health issues, identify vulnerable populations, and prioritize health priorities. Requirements of maintaining accreditation status include the development of a Community Health Assessment (CHA), a Community Health Improvement Plan (CHIP), and a Strategic Plan every 3-5 years.

In 2021, the 2022-2025 CHA process began with HHSA facilitating a county-wide needs assessment to identify the top 10 health concerns. The CHA process included representatives from the health care system and was led by a private consultant. This assessment materialized into the Community Health Needs Assessment (CHNA), under the direction of the health care system. HHSA seeks to utilize the CHNA, in addition to community survey data and other equity-related data sources, to produce the County’s CHA and subsequent CHIP.
 
Staff recommends approval of this Agreement.

Competitive Bid Process/Vendor Performance

On May 9, 2022, the County via the Department of Financial Services, Procurement Division (DFS) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Yolo County’s Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP). The RFP was open for thirty-one (31) days. On May 18, 2022, DFS and HHSA offered potential bidders an opportunity to ask questions during a bidders’ conference.

The County received three (3) proposals from this solicitation. DFS reviewed the proposals for minimum requirements and 3 of 3 proposals were moved forward to the Review Committee, comprised of four (4) evaluators, one executive director from an outside agency, two HHSA managers, and two HHSA program coordinators.
 
The Review Committee evaluated the proposals and determined that the proposal submitted by Resource Development Associates, Inc. met all the required qualifications necessary to successfully provide these services.  On July 20, 2022, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by realignment. The total amount of this action is $124,930 from the Effective Date through June 30, 2023. The amount of $124,930 is included in the HHSA adopted budget for fiscal year (FY) 2022-23.

This Agreement also includes two (2) one-year optional extensions for FY2023-24 and FY2024-25. These optional extensions do not add any additional funding but allow for unused funds from the FY2022-23 contract budget to roll forward. Rollover funding will be included in the requested budget process for future fiscal years, as needed.

In no event shall the term of the Agreement extend beyond June 30, 2025, nor shall the total contract maximum exceed the amount of ONE HUNDRED TWENTY-FOUR THOUSAND NINE HUNDRED THIRTY DOLLARS ($124,930), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
