Approve project budget for the construction of the Yolo County Airport Run Up Aprons in the amount of $1,196,066 for 2022-23, authorize the use of General Fund Contingency in the amount of $65,783, adopt a budget resolution increasing the Yolo County Airport Capital Improvement Budget by $1,196,066 and authorize the Director of General Services to extend the expiration date on the Work Authorization under Yolo County Agreement No. 18-64 to December 31, 2022 with Mead and Hunt for construction support. Recommended Action

  1. Approve project budget for the construction of the Yolo County Airport Run Up Aprons in the amount of $1,196,066 for fiscal year 2022-23;
     
  2. Authorize the use of General Fund Contingency in the amount of $65,783;
     
  3. Adopt a budget resolution (Att. D) increasing the Yolo County Airport Capital Improvement Budget by $1,196,066; and
     
  4. Authorize the Director of General Services to extend the expiration date on the Work Authorization under Yolo County Agreement No. 18-64 to December 31, 2022 with Mead and Hunt for construction management support.

Reason for Recommended Action/Background

On January 11, 2022 the Yolo County Board of Supervisors authorized the submittal of a 2022 grant application for an amount not to exceed $1,500,000 to the Federal Aviation Administration for the Airport Run Up Aprons Construction project, adopted a resolution in support of the grant application and authorized the Director of General Services to execute the grant agreement and implement the grant if awarded.  In addition, that Board action also authorized the Director of General Services to apply to CalTrans Aeronautics Division for matching funds and accept such funds if available and sign all documents needed for the application process.  On September 9, 2022, Yolo County General Services received an award letter from the Federal Aviation Administration stating that the Yolo County Airport was awarded $1,076,460. Subsquently, on September 28, 2022, Yolo County General Services received an award letter from the CalTrans Aeronautics Division for matching funds in the amount of $53,823 which is up to the State’s maximum contribution.  

The department is requesting $65,783 in general fund contingency for the County's contribution of matching funds to start construction. A budget resolution that includes the requested appropriations is included as Attachment D.  

The run-up aprons are paved turnouts on the north and south ends of the taxiways. They provide a space for pilots to perform safety checks on their aircraft without blocking traffic to and from the runway. Without these paved turnouts, areas may back up with aircraft coming and going from the runway, causing safety hazards for other departing and landing aircraft. This is the number one improvement desired by the tenants at the airport, as well as the Airport Advisory Committee. This project is in the current five-year Airport Capital Improvement Plan (ACIP) as well as the 2022-2026 Countywide Capital Improvement Plan (CIP).

Competitive Bid Process/Vendor Performance

Yolo County General Services solicited bids for the construction of the Airport Runway Run-Up Aprons in March 2022. The solicitation resulted in five companies submitting bids, three of which were disqualified due to lack of documentation requested.  The two bids received and complete were O.C. Jones and Graniterock, of which O.C. Jones has been given an intent to award letter for the lowest base bid.  The base bids as well as bid alternate one costs are below:

Further explanation as needed:

Yolo County General Services was awarded two grants. One from the Federal Aviation Agency (FAA) in the amount of $1,076,460, and another from the State of California, CalTrans Aeronautics Division for matching funds up to the State’s maximum contribution of $53,823. The County's matching contribution for the Airport's Run Up Aprons is $65,783 and the department is seeking General Fund Contingency for the County's contribution.

The FY2022-23 Adopted Budget included $100,000 in General Fund support for the Yolo County Airport which was attributed to the Run Up Apron project. However, this funding was actually related to architectural and engineering consulting fees associated with the Runway 16-34 Rehabilitation project included in the Airport Capital Improvement Plan. General Services anticipates submitting an application for capital grant funding to the FAA for this project, and is exploring ways to obtain federal reimbursement of the consulting fees to minimum General Fund contribution.
