Reason for Recommended Action/Background
At the September 13 Board meeting, the Board directed staff to refer Proposition 31, a referendum challenging a 2020 law prohibiting the retail sale of certain flavored tobacco products, to the 2022 Legislative Advocacy Ad Hoc Board Subcommittee. This referendum would require a majority of voters to approve the 2020 state law before it can take effect. Locally, since 2017, Sec 6-15.10 of the Yolo County Code has prohibited the sale of flavored tobacco products in the unincorporated area of the County. The Legislative Advocacy Ad Hoc Board Subcommittee recommends a support position. The official title and summary of the measure is attached (Att. A).
