Approve Memorandum of Understanding with Dignity Community Care dba Woodland Memorial Hospital in the amount of $300,000 for the period of July 1, 2022 through June 30, 2025 for the provision of the Yolo Crisis Now Model. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve Memorandum of Understanding (MOU) with Dignity Community Care dba Woodland Memorial Hospital in the amount of $300,000 for the period of July 1, 2022 through June 30, 2025 for the provision of the Yolo Crisis Now Model; 
     
  2. Delegate authority to the Yolo County Procurement Manager to execute any amendments, including financial amendments not to exceed $300,000 in total funding, and non-financial amendments, upon approval as to form by County Counsel; and
     
  3. Authorize the Director of Yolo County Health and Human Services Agency, or designee, to prepare and sign any fiscal or program reports required under this MOU.

Reason for Recommended Action/Background

Yolo County, with the support from local law enforcement agencies, health systems, and County leadership, is implementing the “Crisis Now” Model of crisis response to behavior health episodes. The Yolo Crisis Now Model includes a Sobering and Receiving Center adding sixteen (16) short-term beds and ten (10) chairs to the County’s behavior health capacity; and an Integrated Call Center that will centralize all dispatch and call center operations for co-responder teams, Yolo County’s access/crisis line and local suicide prevention hotlines.
 
The Yolo Crisis Now Model is expected to reduce the use of jail and emergency rooms for behavioral health crises, provide crisis services where and when they are needed, increase resources for crisis stabilization to reduce recurrences, and improve efficiency and coordination of communication between various agencies and countywide dispatch. One of the primary goals of the Yolo Crisis Now Model to provide seamless collaborative response and care for individuals in crisis.
 
Staff recommends the approval of this MOU so that funding can be accepted that will help implement The Yolo Crisis Now Model to meet the objectives described herein.

No general funds are required by this action. The total amount of this action is $300,000 in revenue for the period of July 1, 2022 through June 30, 2025. The amount of $100,000 is included in HHSA adopted budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
