Recommended Action

Approve third amendment to Agreement No. PO 4077 with North Valley Behavior Health to add funding in the amount of $106,400 for 2021-22 for a new contract maximum of $7,023,000 for the period of July 1, 2021 through June 30, 2024 for the provision of psychiatric health facility services.

Reason for Recommended Action/Background

The Health and Human Services Agency (HHSA) purchased six dedicated beds at a client-centered, accessible, quality, affordable inpatient psychiatric service center that is available to the County for patient placement without wait times.  North Valley Behavioral Health operates two multidisciplinary inpatient Psychiatric Health Facilities in Yuba City, California.  The programs provide patient-centered with a “Patient’s First” philosophical approach and guided by a multidisciplinary team that provides individualized pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment.  Eligible clients are Yolo County residents who are 18 years or older with serious mental illness (SMI), who are deemed in need of the highest level of care provided in a non-state (local) hospital like facility. With the purchase of the six dedicated beds, the County is able to collaborate with a consistent provider of intensive, supportive inpatient care, with the goals of decreasing overall hospitalization length of stay and improving client outcomes.

Services are available in a 24-hour care, non-state hospital like setting to referred adults who:
1) require intervention for psychiatric crisis/episode or other acute mental health problems; and
2) have physical health needs that can be met by an affiliated hospital or in an outpatient setting.
The services provided by North Valley Behavioral Health are billable to Medi-Cal and are therefore a more cost-effective option than free-standing psychiatric hospitals. 
Staff recommends approval of this amendment to pay pending invoices for FY2021-22 and allow for the continuation of these vital services.

Performance Measures included in this Agreement are as follows:
Performance measures were included in Agreement No. PO 4077 and are not being changed by this amendment.

Competitive Bid Process/Vendor Performance

The agreement was procured via a Sole Source approved by the Yolo County Procurement Manager.

The Department confirms Vendor North Valley Behavioral Health has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by realignment. The action increases the contract by $106,400 in fiscal year 2021-22 for a new contract maximum of $7,023,000 The amount of $106,400 is included in the HHSA adopted budget for FY 2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the agreement extend beyond June 30,2026, nor shall the total contract maximum exceed, including the two of one-year extension options, exceed the amount of ELEVEN MILLION FIFTY-TWO THOUSAND SIX HUNDRED DOLLARS ($11,052,600), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Board of Supervisors.
