Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $1,000,000 awarded by the California Board of State and Community Corrections for the Proposition 47 Grant Program Cohort 3 that provides mental health services, substance-use disorder treatment, and/or diversion programs for people in the criminal justice system. Recommended Action
- Adopt board resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $1,000,000 awarded by the California Board of State and Community Corrections for the Proposition 47 Grant Program Cohort 3; and
- Authorize the District Attorney and/or Chief Deputy District Attorney to execute that grant award agreement including any and all amendments and extension.

Reason for Recommended Action/Background
On May 2, 2022, the District Attorney's Office applied for the Proposition 47 Grant Program Cohort 3 through the California Board of State and Community Corrections (BSCC). We applied for $1,000,000 for a grant period of 9/1/22-6/1/26.
On July 26, 2022, we were notified by the BSCC that we had been awarded our full request.
With these funds, the District Attorney's Office will be contracting with a CBO to manage cases, provide housing to 8-10 misdemeanor defendants that are incompetent to stand trial (IST) pursuant to PC 1368. Currently, there are no services available for this population. This grant is being modeled after the County's Department of State Hospitals grant that funds services for felony IST defendants.
92.5% of grant funds will be passed through to a CBO, 5% will be used to evaluate the program, and 2.5% will be used for a state required audit. We are still in the process of creating a budget with these funds and will be coming back to board at a later date to increase the District Attorney's budget for FY22/23.

The District Attorney will be collaborating with Health and Human Services and Public Defender. We received approval from the grant committee to apply for this grant. County Counsel has approved the board resolution.
