Recommended Action
Approve and authorize the Sheriff to sign the Memorandum of Agreement between the Placer County Sheriff’s Office and the Yolo County Sheriff’s Office pertaining to assistance provided during the Mosquito Fire under the law enforcement mutual aid plan.

Reason for Recommended Action/Background
The Mosquito Fire was detected on September 6, 2022 and burned primarily on the Tahoe and Eldorado National Forests in Placer and El Dorado County. As of November 4, 2022, the Mosquito Fire burned an area covering 76,788 acres and remains 100% contained. The cause of the fire remains under investigation.
On September 9, 2022, the Federal Emergency Management Agency (FEMA) approved emergency assistance through the major disaster declaration FEMA-5453-FM-CA, which allowed the Placer County Sheriff’s Office to request law enforcement mutual aid assistance from neighboring law enforcement agencies. The Yolo County Sheriff’s Office provided Patrol Deputies to assist with road closures, extra patrolling, and residence checks from the time period of September 15 through September 20, 2022.
A post-event Memorandum of Agreement memorializing the verbal agreement to request and provide mutual aid between both Sheriff’s Offices must be completed in order to submit a Law Enforcement Mutual Aid Reimbursement Request to FEMA. Because this agreement is between government entities, Board of Supervisors' approval is now requested.

County Counsel has approved the attached Agreement as to form. The Sheriff’s Office staff will work with the Placer County Sheriff’s Department to determine the total cost to submit for Law Enforcement Mutual Aid Reimbursement.

There is no associated cost to the County by approving the Memorandum of Agreement. Placer County will be preparing the reimbursement request to FEMA and will reimburse the Yolo County Sheriff’s Office for their determined cost to provide the mutual aid once the federal funding is received.
