Reason for Recommended Action/Background
On October 4, 2021, Governor Newsom signed into law Assembly Bill 389 (“AB 389”). The new law, which became effective on January 1, 2022, amended California Health and Safety Code, Division 2.5., Section 1797.230 to require the County Board of Supervisors to adopt, by ordinance or resolution, a written policy setting forth issues to be considered for the inclusion in any County exclusive operating area contract for emergency ambulance services entered into or renewed on or after January 1, 2022.
This is being brought to the Board for review of the resolution to include all elements required by the newly amended law prior to the release of Yolo County’s request for proposals for 911 Ambulance Services in its exclusive operating area. By accepting this resolution, it satisfies the Assembly Bill requirement for a policy adoption. This item has no direct impact on the upcoming Ambulance Request for Proposals (RFP) directly but does require us to have this policy adopted prior to conducting an RFP for ambulance services.
