Reason for Recommended Action/Background
The County took positions on 13 bills in the 2022 legislative session. Attached is a report detailing the outcome of those bills (Att. A). Of note, AB 179, a budget appropriation bill, included $6.5m for the Capay Valley Health and Community Center and an additional $5m for the Knight’s Landing Park, Viz Fazio Wildlife Area, Yolo Crisis Nursery expansion, and the Underserved Farmer’s Cooperative. Staff anticipates the County receiving these funds in March-April 2023.

Monitor state/local funding allocations in the Infrastructure Investment and Jobs Act and the Build Back Better Act and advocate for Yolo County to receive its fair share of funding to address critical infrastructure and public service needs, particularly in disadvantaged communities.

Staff continues to monitor Notices Of Funding Availability (NOFAs). The County was also successful in advocating for the inclusion of $6m in environmental infrastructure funding for Madison and $50m for water and wastewater infrastructure in the Delta in the 2022 Water Resources Development Act.

For 2023, staff is recommending the following Legislative Priorities:

Monitor funding programs and allocations included within the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to receive its fair share of funding to address critical infrastructure and public service needs, particularly in disadvantaged communities

In conjunction with CSAC and other partners, advocate to ensure a long-term sustainable funding source for forthcoming CARE Court service mandates
While the opportunity for state budget appropriations will likely be less than in prior years due to budgetary constraints, staff is recommending the following projects for potential state budget appropriations should the opportunity arise:
