Recommended Action

- Authorize the Chair of the Board of Supervisors to sign the agreement.

Reason for Recommended Action/Background
JSP Automation was selected through a competitive process and has provided reliable and competent services for electrical systems and instrumentation for a diverse array of projects, including pumping systems, water treatment systems, anaerobic composting, in-vessel liquid digestion and food de-packaging systems at the Yolo County Central Landfill (YCCL). JSP Automation is deeply immersed in several construction support services for ongoing and future YCCL projects, including; (1) construction support for the In-Vessel Digester (IVD) electrical control system; (2) upgrade to existing landfill Supervisory Control and Data Acquisition Data System (SCADA) System; (3) future site electrical planning; and (4) site wide safety review of electrical systems.
The IVD required additional work to assure the various components associated with the IVD work congruently. Yolo County Agreement PO2028 authorizes $75,000 to cover the cost of this work. The existing budget with JSP Automation provided insufficient funds to complete these tasks, therefore DIWM is asking for the Fifth Amendment to be approved and signed to authorize such payments to JSP. To help offset some of the costs, cost savings were found in other areas of the contracted services with another vendor.

Competitive Bid Process/Vendor Performance
In August 2016 the County released a Request for Proposal for professional electrical engineering, instrumentation, and software development services. The Integrated Waste Management Division received proposals from JSP Automation and Stantec Consulting Services. Division staff determined that JSP Automation was the best qualified to meet the Division’s needs based on their proposal. Additionally, JSP's hourly rates were lower than Stantec. The original agreement was a short-form agreement for $100,000 and was approved under authority of the Purchasing Agent. Amendments 3 and 4, which increased the contract amount were approved by the Board of Supervisors. JSP Automation's agreement expires in September of this year and a new competitive solicitation will be issued prior to that time.

Sufficient funds are budgeted in the divisions 22-23 budget for the work to be completed this fiscal year. Additional funds for the remaining work will be budgeted in the divisions 23-24 budget.
