Approve agreement with Friends of the Mission using American Rescue Plan funds in the amount of $500,000 for the period of July 1, 2023 through December 31, 2024, to assist in the East Beamer Way Shelter Phase II construction, which will consist of the construction of 6 units of non-congregate shelter, permanent dining area, kitchen, bathrooms, showers, laundry facility, and staff offices. Recommended Action

  1. Approve agreement with Friends of the Mission using American Rescue Plan funds in the amount of $500,000 for the period of July 1, 2023, through December 31, 2024, to assist in the East Beamer Way Shelter Phase II construction, which will consist of the construction of 6 units of non-congregate shelter, permanent dining area, kitchen, bathrooms, showers, laundry facility, and staff offices; and 
     
  2. Delegate authority to the interim manager of procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $7,500,000 for projects under Housing & Homelessness priority category. The Board then subsequently reviewed and provided direction on certain housing and homelessness funding at the October 25, 2022, Board meeting and expressed support for funding the proposal from Friends of the Mission. Staff has worked with Friends of the Mission to develop the final contract, which is recommended for approval with this staff report. 

Friends of the Mission- East Beamer Shelter Phase II
Funding this contract with Friends of the Mission will help assist in the East Beamer Way Shelter Phase II construction, which will consist of the construction of 6 units of non-congregate shelter, a permanent dining area, kitchen, bathrooms, showers, laundry facility, and staff offices. The second phase (Phase II) of the Shelter consists of the following components assembled into an
independent structure connected to the existing Shelter by conditioned public and private corridors: 
  1. Women's institutional (containing no separate rooms) bathrooms with showers that meet California ADA requirements, for approximately 43 residents;
  2. Men's institutional (containing no separate rooms) bathrooms with showers that meet California ADA requirements, for approximately 63 residents;
  3. Commercial kitchen with 120 meal production capacity containing institutional dishwasher, high capacity walk-in cooler and freezer, dry storage, and serving counter;
  4. Institutional laundry consisting of eight clothes washers, electric or gas-fired dryers, two laundry sinks, and a folding counter;
  5. Six non-congregate care, private studio units, each with two beds and open closet, an exterior window, and a bathroom but no kitchen;
  6.  Four offices, consisting of two staff offices, each with two desks, and two counseling rooms;
  7. Men’s and women’s storage lockers; and
  8. Exterior egress and service doors and egress corridors, and conditioned, one central public corridor connected to the existing Shelter, and separate, private men’s and women’s corridors connected
    to the existing Shelter sleeping areas.
The structure will remain physically separated from the existing Shelter to allow the active facility to maintain operations during construction before building and installing the connecting corridors. The construction will consist of single-story, wood framing, panelized to save time and on-site labor with a slab-on-grade foundation, roof-mounted heat pumps, and solar panels to reduce operational costs. The architecture will include stucco exteriors with windows, doors, and rooflines that complement the existing Shelter. 

The performance measures associated with this project include tracking the number of installations made and the number of individuals who use the shelter. More information about this contract, including a statement of work, budget, and performance measures, may be found in Att. A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction for ARP funds set aside for Housing & Homelessness at the December 7, 2021, Board of Supervisors meeting.

No general fund impact is anticipated to occur associated with this item. However, $500,000 from American Rescue Plan funding will be utilized to implement this project.
