Recommended Action

Approve Yolo County Youth Commissioner Bylaws for implementation by Yolo County of Education Program Specialist, Drucella Miranda, and the 15 Youth Commissioners.

Reason for Recommended Action/Background

The Yolo County Youth Commission consists of 3 youth representatives from each of the 5 Yolo County districts, 15 youth representatives in total. This is a partnership between Yolo County and the Yolo County Office of Education. The commission's goal is to complete a community needs assessment, two requests for proposals, as well as grant administration/monitoring of local youth-led initiatives and needed programs as identified by the Youth Commission members. The Board of Supervisors confirmed the members of the commission at the November 22, 2022, meeting. The youth commission began meeting in early January 2023 to work on establishing the commission bylaws. The process the youth commission took to create their Bylaws are as follows: 
  • Before commissioners met in January, Drucella Miranda, Yolo County of Education (YCOE) Program Manager, gave the youth prep packets with resources to look up examples of other youth group bylaws to begin brainstorming theirs.
  • In January, commissioners were asked to share what they brainstormed and used a more fleshed-out draft that Youth Commissioner Jazmin Garcia made to guide the bylaw building with the group.
  • After the first draft, Drucella Miranda, Yolo County of Education Program Manager, worked with Al Rogers and Deputy Marianne Estes to revise the draft and receive feedback from stakeholders.
  • During the February meeting, Drucella Miranda, YCOE Program Manager, shared the feedback, and the commissioners finalized their ideas after building consensus.
  • Finalized bylaws from the Youth Commission were then reviewed and edited by Drucella Miranda, Al Rogers, and finally Kimberly Hood.
The Yolo County Youth Commission Bylaws (attachment A) were created to establish meeting norms and protocols for the Youth Commission. The bylaws address the following:
  • Duties of the Youth Commission
  • Membership Vacancies
  • Absence and Removal of Commissioners
  • Officers
  • Meetings
  • Conduct
  • Quorum
  • Order of Business
  • Amendments
Staff recommends approval of the Yolo Youth Commission Bylaws.
