Appoint the County Counsel to the Board of Directors of YCPARMIA.

The County's primary seat on the YCPARMIA Board of Directors is currently vacant. In consultation with the County Administrator and the current County alternate member of the Board of Directors (Alberto Lara, HR Director), this Office recommends that the Board of Supervisors appoint the County Counsel as its primary representative on the YCPARMIA Board.

Article 8 of the YCPARMIA Joint Powers Authority agreement describes the requirements for appointing representatives to the YCPARMIA Board. It specifies that the primary representative should be the person responsible for the risk management function of the appointing agency. While risk management is a function of the Human Resources Department, the County Counsel's office also has a significant role in risk management at the organizational level and, for this reason, this Office has concluded (with input from the YCPARMIA Executive Director, Barbara Lubben) that the County Counsel can appropriately serve on the YCPARMIA Board. Alberto Lara will remain the County alternate on the YCPARMIA Board.
