Recommended Action

Reason for Recommended Action/Background

Yolo County Children’s Alliance (YCCA) is the designated Child Abuse Prevention Council (CAPC) for Yolo County. CAPCs are community councils whose primary purpose is to coordinate the community’s efforts to prevent and respond to child abuse and neglect. Per the California Department of Social Services, each county shall fund Child Abuse Prevention coordinating councils that meet criteria under Welfare and Institutions Code (WIC) section 18982 from the county’s Children’s Trust Fund. The County receives Child Abuse Prevention, Intervention and Treatment (CAPIT) dollars that must be deposited into the Children’s Trust Fund (CTF) and spent by the CAPC.

On or about September 14, 2021 the County entered into a 1-year Agreement with YCCA for Fiscal Year (FY) 2021-22 to help strengthen families by providing child abuse prevention materials that support protective factors, coordinate the implementation of Community Cafes for parents by members of the Yolo Family Strengthening Network/Child Abuse Prevention (YFSN/CAP) Committee in order to prevent child abuse and neglect in Yolo County, and increase adoption of the Strengthening Families™ Framework by partner organizations and increase its use by family-serving providers.

On or about April 25, 2022, the County issued an Optional Extension Letter extending services through June 30, 2023.

Approval of this First Amendment will allow an additional $15,000 of ARAP funding for FY 2022-23 to assist with Child Abuse Prevention Awareness Activities.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures)

HHSA confirms Yolo County Children’s Alliance has performed satisfactorily under this agreement. They continue to satisfactorily coordinate and support the Yolo County Child Abuse Prevention Council (CAPC), develop materials that strengthen families and coordinates and support YFSN meetings

Competitive Bid Process/Vendor Performance

On September 3, 2021, the Yolo County Procurement Manager or designee approved a sole source procurement for these services.

Procurement reviewed HHSA’s request and determined that it was in the best interest of the County, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without sole source approval with the vendor, the County would risk meeting the California Department of Social Services (CDSS) requirements for Child Abuse Prevention. Factors considered, included but were not limited to:
1) Vendor is the designated Child Abuse Prevention Council (CAPC) for the Yolo County; 2) satisfactory vendor performance--the vendor has been a County vendor for over five years providing competitive rates; 3) competitive pricing/cost savings; and 4) The County receives Child Abuse Prevention, Intervention and Treatment (CAPIT) dollars that must be deposited into the Children’s Trust Fund (CTF) and spent by the CAPC. As such, completion of the competitive selection process is not warranted. YCCA is currently the only designated provider by the Board of Supervisors as the CAPC in Yolo County and currently holds an existing contract with HHSA

No general funds are required by this action. These services will be funded by ARPA. The action increases the contract maximum by $15,000 for a total of $105,000 for the period of July 1, 2021 through June 30, 2023. The amount of $15,000 is included in the HHSA adopted budget fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

The agreement also includes three (3) one-year extension options for Fiscal Year’s 2023-24, 2024-25, and 2025-26 in an amount less than or equal to $45,000 per fiscal Year.

In no event shall the term of the Agreement extend beyond June 30, 2026 nor shall the total contract maximum exceed the amount of TWO HUNDRED FORTY THOUSAND DOLLARS ($240,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
