Adopt budget resolution using Animal Services 2022/23 budgeted funds in the amount of $16,991 for the purchase of two (2) dual-band vehicle radios to fully equip Animal Services trucks. (No general fund impact) (4/5 vote required) (Lopez/Davis)

Recommended Action

  1. Adopt budget resolution to move $16,991 in FY 2022-23 Animal Services budgeted funds from major object Services and Supplies to major object Equipment for the purchase of two (2) dual-band vehicle radios; and
     
  2. Approve amendment to the FY 2022-23 Authorized Equipment List allowing the purchase of the radios.

Reason for Recommended Action/Background

Two replacement Animal Services trucks and transport boxes were approved for purchase as part of the Adopted FY 2022-23 budget and are currently being built for delivery in June 2023. While the Sheriff's Office attempts to reuse safety equipment such as radios and lights in vehicles wherever possible, it has been determined that these trucks will require new dual-band radios in order to be fully equipped for service. Dual-band radios are needed to meet the mandatory Project 25 (P25) compliance standards for inter-operation between regional law enforcement and other support agencies. By replacing the older two-way radios with dual-band radios, staff can continue to communicate with other public safety agencies such as West Sacramento, Davis, Sacramento, and other jurisdictions, eliminate inadequacies, and serve the general public in a more efficient manner.  This is especially important for officer safety during fire season when Animal Services staff are usually out in the field and in constant communication with other jurisdictions. The vehicle radios will be purchased using budgeted FY 2022/23 funds. Because these items are fixed assets, the Sheriff's Office is also requesting Board authority to amend the 2022-23 Authorized Equipment List.

County Counsel has approved the attached resolution as to form. Purchasing will assist with the procurement of the fixed assets.

Competitive Bid Process/Vendor Performance

The Sheriff's Office will follow all Purchasing policies and procedures for the purchase any fixed asset items.

There is no associated cost to the County by approving the budget resolution and no new general fund or Public Safety Funds are required to purchase the fixed assets. The FY 2022/23 Animal Services Budget has sufficient funding to purchase the requested equipment. The Sheriff’s Office now requests approval of a budget resolution to move $16,991 from the major object Services and Supplies to the major object Equipment.
