Reason for Recommended Action/Background
There is a need for residents to be prepared for the next emergency. Accordingly, the Yolo County Commission on Aging and Adult Services (YCCAAS) identified the necessity to address the unique needs of older adults and persons with access and functional needs regarding emergency preparedness and evacuation as they represent the majority of fatalities in an emergency. The Commission developed a Disaster Preparedness Subcommittee to learn about the current County practices and resources and industry best practices, and to develop recommendations to the Board of Supervisors.
On January 28, 2020, the Board received a presentation of 13 recommendations from YCCAAS related to emergency preparedness and evacuation of older adults and persons with access and functional needs. On September 1, 2020, staff returned to the Board with an action plan to implement the 13 recommendations. The attached document (Att. A. YCCAAS Recommendations on Emergency Preparedness) lays out further detailed recommendations of the YCCAAS Disaster Preparedness Subcommittee on the issues of 1) the public’s confusion about Yolo Alert, and 2) access and functional needs (AFN) registries.
