Adopt budget resolution using 2022/23 budgeted funds in the amount of $45,000 for the purchase of a replacement marble monument at the Woodland City Cemetery and approve the amendment to the 2022/23 Authorized Equipment List. (No general fund impact) (4/5 vote required) (Lopez/Davis)
Recommended Action
- Adopt budget resolution to move $15,000 in FY 2022/23 Public Administrator budgeted funds from major object Services and Supplies to major object Equipment, and $30,000 in FY 2022/23 Detention services and supplies budgeted funds to the Public Administrator major object Equipment for the purchase of a replacement marble monument at the Woodland City Cemetery; and
- Approve Amendment to the FY 2022/23 Authorized Equipment List allowing purchase of the monument.

Reason for Recommended Action/Background
The Yolo County Sheriff’s Office Public Administrator’s Section is responsible for managing the estates of Yolo County decedents without a next of kin in California, without a will, or when ordered by the Court. This includes preparing the final arrangements for the County’s indigent residents and families once they are ready to be laid to rest.
In 1990, a monument was built at the Woodland City Cemetery using marble recycled from the Courthouse and Yolo General Hospital. This monument was dedicated to those Yolo County residents who died without sufficient funds for a private burial. Over the past 30 years, the environment has taken a toll on the monument. The monument is cracked and broken, and the brass plates engraved with each person’s name are so corroded the names are barely visible. Some nameplates are even missing. It is evident that the monument is still visited, and the Public Administrator’s office wants to continue to treat these individuals with respect by caring for their final resting place.
The Sheriff's Office obtained an estimate to replace the existing marble monument with a nearly identical monument constructed of granite. Because the current monument is constructed in two separate sections of marble and houses 380 plus individual niches, two similar approximately 10’x2’x4’ granite sections will be required. This should provide the same number of niches. The cemetery has allotted additional ground just north of the current monument for installation of the replacement. The approximate cost of $45,000 includes shipping, setting the monument, transfer and re-internment of remains, and engraving the names of each person already interred.
Because this item is a fixed asset, the Sheriff's Office is also requesting Board authority to amend the 2022-23 Authorized Equipment List.

Further explanation as needed:
There is no associated cost to the County by approving the budget resolution and no new general fund or Public Safety Funds are required to purchase the fixed asset. $15,000 was moved from the major object of Salaries and Benefits to the major object of Services and Supplies in the Public Administrator budget at mid-year for refurbishment of the nameplates. However, after further inspection it was determined that the monument would require more than just restoration to be made sound. The Sheriff’s Office now requests approval of a budget resolution to move $15,000 from the major object Services and Supplies to the major object Equipment. In addition, Sheriff's Office Finance has identified sufficient funding in the FY 2022/23 approved budget for Detention for the remainder of the cost to replace the monument.
