Approve agreement with the City of West Sacramento utilizing $2,449,212 in American Rescue Plan funds for the operation of a motel to serve as housing for persons experiencing homelessness for three years.

Background
On January 25, 2022, the Board of Supervisors approved American Rescue Plan (ARP) funding of $2,611,462 for the purpose of procuring and operating a motel property in West Sacramento to provide Project Roomkey services for a three-year period. The reason for this action was to consolidate the provision of housing services to unhoused persons in a centralized location at a lower cost per individual. Under the initial concept, acquisition and operating costs would be split evenly between the County of Yolo and the City of West Sacramento.

Due to repeated delays in acquiring a suitable property, the funding has been on hold. As a result of the delay, on March 21, 2023, the Board of Supervisors authorized reducing the approved funding by $162,250 and using that amount to fund an extension of a lease agreement through June 30, 2023, with Economy Inn, to prevent unhoused individuals currently receiving services from losing their support. This reduced the amount available for the original concept to $2,449,212. Additionally, it was agreed upon by the parties that the County would no longer utilize any funding toward the purchase of the property, and all County ARP funding relating to this project would be restricted to the provision of services at the project site (i.e. supportive services, routine maintenance, property management, etc.).

As of June 20, 2023, the City of West Sacramento has completed acquisition of the Flamingo Motel located at 920 West Capitol Ave, West Sacramento, CA 95691. They have begun the process of coordinating move-ins and site operations.

Proposed Agreement
The proposed agreement would commit $2,449,212 of ARP dollars to fund operations at the motel site for a period of three years, ending June 30, 2026. Operations to be funded include supportive services to individuals being housed, routine maintenance of the property, property management and staffing, and other costs related to the daily operations of the site.

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021, and this concept was approved by the Board at their January 25, 2022 meeting.
