Recommended Action

  1. Hold a public hearing; 
     
  2. Adopt the 2023-24 Master Fee Resolution (Attachment A) and approve changes to the Yolo County Master Fee Schedule for the Assessor/Clerk Recorder/Elections, Community Services, Library and Sheriff departments; and 
     
  3. Approve the proposed fee changes in Exhibit 1 to the 2023-24 Master Fee Resolution.

Reason for Recommended Action/Background

This item presents the proposed update to the Master Fee Resolution for fiscal year 2023-24, incorporating fee changes for the Assessor Clerk Recorder Elections, Community Services, Library and Sheriff departments.
 
The Master Fee Resolution, first adopted by the Board of Supervisors in 1991, includes an estimated 1,300 fees and charges for services provided by County departments.  The use of a single resolution and integrated fee schedule provides for a systematic review of County fees and allows for necessary adjustments to reflect changing service delivery costs.  The Master Fee Schedule was last updated on December 6, 2022.  The sections below describe in further detail the proposed fee changes in the 2023-24 Master Fee Resolution. 

Assessor Clerk Recorder Elections (ACE)

ACE is proposing addition of 4 new fees and revision of 2 existing fees in the Clerk-Recorder’s office. The Clerk-Recorder’s office has recently begun an initiative to allow its customers to access more information online. In pursuit of these objectives, there is a need to establish fees that were not previously charged to the public. The Clerk-Recorder’s office worked to determine what these new services are, the steps and time it takes to complete each of these new services, and then identify a total or per unit cost to be charged.

Along with these fees, there is new California legislation, Assembly Bill 1466 that allows Clerk-Recorder offices to charge a fee for all documents processed related to AB 1466. This legislation will result in a new fee for documents related to AB 1466.  The Clerk Recorder’s requested Master Fee changes are summarized in the table below:

Community Services

County Service Areas (CSA)

In 2023, the Department of Community Services engaged Wohlford Consulting, a fee consultant, to conduct an objective analysis of the full costs incurred in support of the Planning and Engineering services for which the County charges user fees. As part of this analysis, hourly rate for positions in the division were reviewed. The hourly rate for the Community Service Manager was determined to be $190 an hour. This new hourly fee has been submitted for the Master Fee update on June 27, 2023.  This is the rate that will be charged to the County Service Areas and will be used to cover the cost of the Community Service Manager, who spends all her time working on the County Service Areas.

Planning

As with the CSA’s, the Department of Community Services engaged Wohlford Consulting, a fee consultant, to conduct an objective analysis of the full costs incurred by the Planning and Engineering Divisions for services for which the County charges user fees.  To ensure accuracy and establish a clear nexus between the cost of services and the fees, the study required a detailed analysis of time required for staff to provide each component of service delivery.

The Planning Division’s various Hourly Rate fees were adopted into the Master Fee schedule at the December 7th, 2021, Board of Supervisor’s hearing. Effective January 1st, 2023, the County adopted an equitable, new compensation philosophy to set salaries at 100% of the market for various represented and unrepresented groups. As a result, Wohlford Consulting conducted a limited fee update using the existing fee study model for the various Planning Hourly Rates to account for the equity increases.

As part of these changes, the “Major Zone, Flood Variance” fee was deleted. This fee was a duplicate fee on the Master Fee schedule and has been replaced with the “Major Use Permit (PC) Amendment, Major Zone Variance, Flood Variance” combined fee that was updated in December 2022.

Integrated Waste Management (Landfill)

The Integrated Waste Management Division operates as a self-supporting enterprise fund and depends on revenue from disposal and recycling services and permit fees to fund most of its programs, including operation of the Yolo County Central Landfill (referenced as “Landfill”) and the Esparto Convenience Center (referenced as “Esparto Transfer Station”).

The Division worked in collaboration with the Department of Financial Services (DFS) and Innovation Technology Services (ITS) to administratively update the fee descriptions and organize the labels and sub-labels. These changes better organized the various fees, made each fee easier to find on the Master Fee schedule, and made the fees more distinctive for Landfill and Esparto Transfer Station customers.

New Fees (12)

A total of 12 new fees were added under Integrated Waste Management. All fees listed are free of charge to the public except for the “Untarped Fee Load” fee and can be referenced in the table below. The “Untarped Fee load” was added to the Master Fee schedule as a pass through and will be charged at cost to the public at a rate of $15/Untarped load. Based upon survey data, Integrated Waste Management had 1,767 uncovered loads last year resulting in additional litter abatement.

Deleted Fees (12)
Various fees were deleted from the Master Fee schedule due to being redundant or because they are no longer applicable. Such fees are:
  • Appliances-Washers fee under Landfill and Esparto Transfer Station were deleted as these fees were incorporated in the general application fee
  • Loads of Clean Wood Waste fee under Landfill was incorporated into the green or wood fee
  • All residential vehicles and small trailers with loads of gravel, concrete, and/or asphalt
  • Clean metals hauled in autos, garbage cans, full-size pickups and vans, mini-pickups & mini-vans and trailers, which are less than 4 ft high and 10 long
  • California Resident and Businesses ONLY recycle TVs and computer monitors with screens less than 20”
  • California Residence and Businesses ONLY recycle TV’s and computer monitors greater than 20”
  • Cannery waste surcharge Non-residential mattresses and box springs (loads of 10 or more)
  • Residential mini-pickups & mini-vans with loads of yard waste between 3 to 6 feet in height
Revised Fees (36)

The division is requesting to revise 29 Yolo Central Landfill fees and 7 Esparto Transfer Station fees on the Master Fee schedule.

Yolo Central Landfill

Under Construction and Demolition fees, three of the revisions were decreased on the Master Fee schedule.
 
  • The “Debris – High Quality” and “Debris – Low Quality” had reductions ranging from 7%-8%, or $3-$7.
     
  • The “Debris – one garbage can, 60 gallons or less (max 2 cans)” fee has a larger reduction percentage of 17%, however this fee was only reduced by $1 (from $6 to $5).
     
  • The one Construction and Demolition fee that increased was the “Debris – Auto” fee. This fee increased 20%, or by $2.
     
  • The Electronic (Universal) Waste fees have all been reduced on the Master Fee schedule. The various fees bulleted below have significant reductions, ranging from 25% to 40%, or $5 to $85.

The “Minimum Fee – Non-Residential Electronic Waste” fee has been significantly reduced from $150/each to $90/each resulting in a 40% decrease. However, the “Miscellaneous-Engineering/Hydrogeologist Waste Analysis” fee increased from $125/hour to $150/hour, or 20%, due partially to the equity increases. The remaining amount of the increase is due to regular cost of living adjustments as the fee has not been updated since May 2012.

Various Organics, Waste and Tire fees have been adjusted to achieve full cost recovery.   The revisions are all small dollar amounts, however two of the fees reflect large percentages.
  • The “Green and Food Waste” and “Green or Wood Waste” fees both increased by $2, or 3%.
  • The “Green or Wood Waste – Auto” fee increased by $7 (from $5 to $12) resulting in 140% increase.
  • The “Green or Wood Waste – One garbage can, 60 gallons or less (max 2 cans)” fee increased $2 (from $3 to $5) resulting in a 67% increase.
  • The “Waste” fee increased by $2 (from $78 to $80), or 3%.
  • The “Waste – Auto” fee also increased by $2 (from $10 to $12), however the fee percentage increase is 20%.
  • The “Waste Requiring Special Handling – Biosolids” fee also increased by $2 (from $31 to $33), or 6%.
  • The “Waste Requiring Special Handling – grits, rags, sewage & septic sludge” fee increased by $2 (from $78 to $80), or 3%.
  • The Waste fee that saw a reduction was the “Waste – one garbage can, 60 gallons or less (max 2 cans)” fee reduced by $1 (from $6 to $5), or 17%.
Esparto Transfer Station

Under the Esparto Organics section, the “Green or Wood Waste – garbage can, 60 gallons or less (max 2 cans)” and “Green or Wood Waste - Auto” fees have significantly higher percentage increases (67% and 140% respectively); however, the dollar amount increase is low. The garbage can fee increased by $2/each and the auto fee increased by $7/each to achieve full cost recovery.

Additionally, under the Esparto Tires section, the “Tires – Auto” and the “Tire – Truck” fees also have significant percentage increases (29% and 33% respectively); however, the dollar amount for the Auto fee increased by $1 while the Truck fee increased by $2.

Under the Esparto Waste section, the “Waste – Auto” fee increased by 20% or $2.  The other two fees, “Waste – garbage can, 60 gallons or less (max 2 cans)” and “Waste – Vehicles and trailers up to 6 feet heigh and 10 feet long” were decreased. The garbage can fee was reduced by 17%, or $1 and the Waste-Vehicle/trailer fee was reduced by 10%, or $5.

The fees under the Yolo Central Landfill and the Esparto Transfer Station were calculated and adjusted based on the prior year actuals, operations contract, general expenditure increases including salary and benefits, various services and supplies Integrated Waste Management needs to conduct business.

Overall, the proposed fees for Integrated Waste Management will increase revenue for the next fiscal year by approximately $119,650. These increases were included in the FY23-24 Recommended Budget for the division.

Library

The Library department is adding a keycard fine and replacement fee for branches that lend out keycards for after-hours meeting room use.  For security reasons, the keycard will be deactivated at the meeting’s scheduled end time, but if it is not returned, Library staff will have to request a new keycard and pick it up from the General Services Department.  The fine and replacement fee of $50.00 is both to encourage the return of the keycards and to recover the cost of staff time and mileage to obtain a new keycard.

Additionally, the Library is removing its $1.00 per page fee for color printing off the internet and changing its fees for copying to include both copying and printing.  These services will be offered at the previously used copying rates of $0.50 per page for color pages and $0.20 per page for black and white pages.  This change will provide consistent pricing for customers who use the public copiers or print from the public computers at our various branches.

Sheriff

The Sheriff’s Office is requesting to update the current Master Fee schedule to adequately reflect the cost of providing copies of crime reports. While the number of requests has remained relatively stable, staff has seen an increase in the time needed to produce these reports. At present, a request could require many steps such as locating the report and associated report supplements, contacting the case detective, redacting any information that would jeopardize an ongoing investigation, creating the actual copy, and mailing the report to the recipient. While salary costs for staff necessary to produce these reports has increased since the last fee update, staff has indicated that the amount of redactions and report supplements has also increased.  Crime reports of 20 or fewer pages have increased from $5.00 to $15.00 per copy while Crime reports 20 or more pages in length are now $15.00 for the first 20 pages and 0.25 per page thereafter.

Adjustments to the unit description, deletion of a redundant per page crime report copy fee, and code justification has been updated within the Master Fee schedule. As a result of these updates, it is estimated that the Detention Section will realize an increase of $1,785 in revenue per year.
