Approve agreement with RISE, Inc. in the amount of $400,000 to expand Advance Peace services to the City of West Sacramento, and Knights Landing, Dunnigan, and Esparto from July 1, 2023 through June 30, 2024 and adopt the associated budget resolution. Recommended Action

  1. Approve agreement with RISE, Inc. (Attachment A) in the amount of $400,000 to expand Advance Peace services to the City of West Sacramento, and Knights Landing, Dunnigan, and Esparto from July 1, 2023 through June 30, 2024; and
     
  2. Adopt the associated budget resolution (Attachment B).

Reason for Recommended Action/Background

Local Innovation Subaccount
The Local Innovation Subaccount is a fund authorized under state law that receives moneys from four other accounts:
  • The Trial Court Security Growth Special Account;
  • The Community Corrections Growth Special Account;
  • The District Attorney and Public Defender Growth Special Account; and
  • The Juvenile Justice Growth Special Account.
Each year the Local Innovation Subaccount receives 10% of the funds that are drawn from each of these accounts. Per California Government Code Section 30025, the Board of Supervisors of a city or county is authorized "to spend money deposited in the Local Innovation Subaccount as it would any funds in the Juvenile Justice Subaccount, the District Attorney and Public Defender Subaccount, the Community Corrections Subaccount, or the Trial Court Security Subaccount." To that end, the Yolo County Board of Supervisors has convened the Local Innovation Subaccount Ad Hoc Subcommittee to engage in the following actions relating to this funding:
  1. Determining the Priority Focus for the use of funds in the next Fiscal Year;
  2. Receiving project recommendations from the County Administrator’s Office; and
  3. Presenting recommendations to the full Board of Supervisors for approval of fund expenditures.
After reviewing available options the Ad Hoc Subcommittee has selected the Advance Peace program for recommendation to the full Board of Supervisors.

Advance Peace
Advance Peace is a community program that began in Richmond, CA, with the express goal of reducing gun violence in local communities. The program operates by enlisting a team of local community members to operate as Neighborhood Change Agents (NCAs) and Peacekeepers; NCAs manage participant cases and provide direct services to program participants ("Fellows"), while Peacekeepers provide support to the NCAs and serve as an additional ear to what's going on in the community on a day-to-day basis. The program works with local police departments to help identify potential Fellows to receive program services.

Once the program begins operating in an area, outreach is conducted to identify and engage potential Fellows. It takes some time for NCAs and Peacekeepers to build a relationship and earn trust with potential Fellows, but once that trust is established Fellows are enrolled in the full scale program for up to 18 months (1.5 years). Fellows receive services and resources depending on their needs. Each Fellow has approximately $1,500 of support services budgeted. Once Fellows show progress, commitment to the program, and positive change they are eligible for a monthly stipend. Throughout the program they are in daily contact with their assigned NCA. Individualized training, field trips, and excursions are provided during the first half of enrollment for each fellow. The timing of these excursions may vary due to when a fellow is officially enrolled. Two to three Transformational Travel experiences will take place each Program Year. The Advance Peace team shows each enrolled Fellow a different life path and what is possible with positive growth.

Recommended Action
The local Advance Peace program currently operates in the City of Woodland and is administered by RISE, Inc. The proposal before the Board of Supervisors is to fund the expansion of the current operation into the City of West Sacramento and the rural communities of Esparto, Dunnigan, and Knight's Landing for a term of one year, with the option to extend to a second year provided satisfactory performance is reported in the first year of operation. Any such extension would come to the full Board of Supervisors for approval. Funding will be entirely via Local Innovation Subaccount funds, with no General Fund impact. The proposed agreement with RISE, Inc. is Attachment A hereto. The associated Budget Resolution (Attachment B) is required since this item was not included as part of the Recommended Budget approved by the Board on June 13, 2023.

Collaborations (including Board advisory groups and external partner agencies)

The County Administrator's Office worked with the Board of Supervisors Local Innovation Subaccount Ad Hoc Subcommittee to select a recipient for Local Innovation Subaccount funding. County Counsel and General Services reviewed the proposed agreement terms.

Department of Financial Services and County Administrator prepared the Budget Resolution and County Counsel reviewed as to form.

Competitive Bid Process/Vendor Performance

Advance Peace programming currently operates within the City of Woodland, in coordination with the Woodland Police Department (WPD). These operations are partially funded by Yolo County via Community Corrections Partnership (CCP) funds. Performance and impact of these operations to date has been reported as positive according to both the WPD and the CCP.

Funding for this agreement will be drawn from Local Innovation Subaccount funding, which is provided to the County annually from State accounts. The cost is $400,000 for one year of services, and the agreement includes an option to extend to a second year for an additional $400,000. The Local Innovation Subaccount currently maintains a sufficient balance to fund both years should the Board elect to extend the agreement beyond the first year, and no general fund dollars are needed to fund the proposed operations.
