Recommended Action

  1. Approve reimbursement of $25,035 to the Road Fund for FY 22/23 Quarter 4 activities for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects; and
     
  2. Adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $25,035 for reimbursement of project activities for FY 22/23 Quarter 4.

Reason for Recommended Action/Background

In the Fiscal Year (FY) 22-23 Adopted Budget, the Board of Supervisors allocated $550,000 in contingency funds to the Department of Community Services for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects.
 
For Quarter 4 of FY 22-23, County staff efforts of $25,035 of the remaining allocation were expended toward work on the following projects that are in process:
  • Ongoing efforts by our grant writing consultant to pursue funding opportunities for the County Road 32A Railroad Crossing Relocation Project
  • Ongoing design efforts by our road design consultant for the planned County Road 31 Bike and Safety Improvement Project
  • Ongoing design and right-of-way acquisition efforts for the County Road 41 Washout Realignment Project
  • Continuing design efforts on the Russell Boulevard Bike and Safety Improvement Project
  • Performed an initial site survey for considering a potential County Road 5 extension project in Dunnigan
  • Finalizing design efforts on the 2023 Pavement Preservation Project
  • Finalizing design efforts on the 2023 Road Rehabilitation Project
The attached budget resolution is needed to complete the $25,035 reimbursement to the Road Fund using the contingency funds. Such appropriations are authorized with a four-fifths vote of the Board of Supervisors pursuant to Government Code section 29125.

With approval of this reimbursement, all $550,000 of the allocated contingency funding has been expended in FY 22-23.
